ACCOUNTABILITIES

General objective of the position:

The Regional HR Manager will be responsible for leadership and guidance on SAMS’ HR operations. The Regional HR Manager is responsible for overseeing, supporting, supervising, and evaluating human resource policies, procedures, and best practices, and identifying and implementing long-range strategic talent-management goals. The Regional HR Manager will support the successful implementation of such HR functions as recruitment and orientation, training and development, benefits and compensation, and HR metrics.

Main tasks and responsibilities:

  • Human Resources Systems and Management

    • Review and apply human resource policies and procedures in the country offices and ensure that they are effective, efficient, fair, and transparent, and promotes equal opportunities.
    • Train HR personnel on human-resource policies and procedures.
    • Conduct regular field travel to country offices to review human resources procedures.
    • Provide the Regional Director with sound and effective advice on all staff issues and support managers in the region on the care, development, performance, motivation, and contribution of the workforce
    • Provide support on professional development, human resource policies, handbook, and work-instructions
    • Provide human resource metrics to regional office leadership.
    • Technically supervise and provide technical support to HR personnel in country offices
  • Recruitment and staffing

    • Provide support and oversight to HR officers in the country offices for recruitments and ensure all recruitment processes are completed according to HR Manual.
    • Ensure onboarding of new hires and employee orientation are effectively conducted by the field-office teams.
    • Ensure all country offices have annual recruitment plans and manpower planning.
  • Administration and compliance

    • Conduct regular HR audits in countries within the region to ensure compliance to SAMS’ policies, procedures, systems, and donor regulations as well as ensuring correctness of necessary documentation such as timesheets, leave forms, payrolls and exit interviews.
  • Capacity building, staff development, Performance Management

    • Provide training, support and advice on performance management and staff-development plans and ensure performance reviews are conducted when required as per SAMS’ policy and procedure.
    • Ensure all country office employees are trained on mandatory policies, including PSEA.
    • Ensure all country offices have an annual master-training plan and ensure the implementation of the plans.
    • Provide guidance to supervisors as they complete evaluations; help supervisors find effective coaching methods that work for specific issues, including identifying areas of poor performance and assisting supervisors to establish plans for improving performance (PIPS); and be present during review meetings when necessary.
  • Compensation and Benefits

    • Recommend updates on benefits that ensure organizational competitiveness in local talent markets, deliver flexibility and creativity to employees, and are cost-effective.
    • Ensure completion and accuracy of details such as employee contract, job classification, pay rates, organizational structure, and other key details
  • Employee Relations

    • Work with the global HR team and Country Directors/Representatives to ensure the HR Manual is localized and valid in each country and interprets and applies the local law and SAMS’ HR policies
    • Provide solutions to supervisors’/country representatives to manage complaints and disciplinary actions, and to determine the correct steps forward according to policies and procedures.
    • Provide support on employee-relation issues, such as employee complaints, harassment allegations, and civil rights complaints.
    • Contribute to the successful execution of SAMS’ strategy for support to the Middle East country offices as a member of the Regional Office’s management team.

THE CANDIDATE’S REQUIREMENTS

Mandatory Qualifications required

  • University degree in Business Management, or any other related field.
  • a diploma in human resources such as (SPHRi, SHRM, CIPD) is an added advantage
  • Minimum 5 years’ experience in Senior HR role.
