ACCOUNTABILITIES

Country Directors and Country Representatives, Supply Chain and Procurement staff, HR staff, and Security staff

General objective of the position:

The Regional Senior Operations Manager will be responsible for managing the supply-chain function in regional offices, and supervising HR and Security functions in the Regional Office, and ensuring effective strategic and day-to-day operations run smoothly

Main tasks and responsibilities:

Supply-Chain Management:

  • Provide support and guidance to all Country Offices, including oversight of all supply-chain and operational functions in line with SAMS and donors’ policies and regulations. Supervise technically all supply-chain staff in country offices.
  • Work with the Country Directors/Representatives and in-country operations teams to improve operational systems and ensure that standard operation policies and procedures are adhered to.
  • Work with each Country Office on improved usage of the procurement plan and supply/sourcing strategy.
  • Assess and support Country Office warehouse management. Ensure systems and reporting are in place for the effective storage and distribution of all program stocks. Support an effective inventory-management system.
  • Assess and support country office asset management, ensuring that all program and country operations assets are documented.
  • Refine procurement-management systems and processes to ensure they are in accordance with SAMS and donor policies, and US and local laws.
  • Facilitate communication and cross-learning for all regional based supply-chain and operations staff.
  • Provide regular review and assessment of operations staffing structures and functions in the Country Offices with the aim to strengthen overall efficiency and accountability.
  • Perform annual assessments of Country Office supply-chain and operation departments.
  • Provide orientations to new senior operations staff and provide, as needed, refresher training to staff in all standard operations and administrative procedures, SOPs, and forms.
  • Review (checking for accuracy and compliance) all high-level procurements, agreements, leases, and other large value, high-risk financial commitments.
  • Develop policies to increase efficiency throughout the supply chain while ensuring quality and safety. Implements subsequent changes to processes.
  • Work with Country Offices to address key risks and audit findings/disallowances. Maintain technical knowledge of donor rules and regulations to ensure compliance with donor requirements.
  • Liaise with other Regional Office staff members to ensure that operation priorities, procedures, and risks are well understood and addressed/enforced in a coordinated manner. Collaborate with all regional colleagues to present a consolidated approach and teamwork for Country-Office support and management.
  • Support HR, supply-chain, and security departments, ensuring each is reaching goals set by departmental and regional leadership.

HR Management:

  • Support oversight of HR functions in the regional office.
  • Ensure there are performance objectives for supply-chain and procurement positions. Contribute to the performance evaluation of supply-chain and procurement staff in the region on a semi-annual basis.
  • Suggest professional development plans for relevant supply-chain and procurement staff in the region.
  • Oversee adherence to manuals, policies, and procedures of supply-chain and operations personnel.
  • Build an effective team approach, ensuring regional-office direct reports are working together effectively.
  • Work with senior management to determine workforce needs, including staffing,
  • Act as an impartial mediator in disciplinary procedures and ensure it is administered in an equitable and fair manner and meets local labor laws.
  • Represent SAMS in all relevant fora in relation to the position duties, such as officials from governmental offices, NGOs, and donors in the region.
  • Perform other related duties as required.

Security:

  • Support security staff as needed.
  • Ensure the security activities in regional offices are implemented and completed
  • Provide support for the development of security plans and assessments
  • Ensure there are security SOPs for safeguarding SAMS’ staff and assets in the region for various security situations.
  • Keep the Regional Director and Country Director/Representatives updated about any emerging situations which concern staff safety & security or SAMS’ assets, and seek timely support and guidance for appropriate responses.

THE CANDIDATE’S REQUIREMENTS

Mandatory Qualifications required

  • University degree in any related field.
  • a Master degree is an added advantage
  • 10 years of experience in Supply chain, HR, and Extensive supply-chain and operations security
  • management experience in international development and humanitarian programs. Experience in Middle East preferred.

Languages

  • Fluent written and spoken in Arabic
  • Fluent written and spoken English
