Malteser

Malteser International (MI) is the international humanitarian relief agency of the Sovereign Order of Malta. For over 60 years we provide relief and recovery for people during and following conflicts and disasters around the world. Christian values and humanitarian principles form the foundations of our work. In over 30 countries in Africa, the Americas, Asia and the Middle East, we support people in need – regardless of their religion, origin or political convictions.

In the Middle East Region, Malteser International is operating in the context of the humanitarian crisis in Syria since 2012 implementing emergency relief measures in Turkey, Syria, and Lebanon and since 2014 in Iraq. Malteser International’s programs cover needs mainly in the health sector and are mostly partner implemented.

In Lebanon, Malteser International and its partner organization “Order of Malta Lebanon” (OML) started providing medical drugs, food, and hygiene-kits for Syrian refugees in the Socio-Medical Centers of OML in 2012 and 2013. Starting from 2014, OML and MI operates three medical mobile units (MMU) in North Lebanon (Akkar), in Ras Baalbek and in the South of Lebanon (Yaroun) founded by the German Federal Foreign Office (AA) and further provides primary health care to Syrian refugees and the needy Lebanese population through an extended PHC in Deir el Ahmar, founded by German Federal Ministry for Economic Cooperation and Development (BMZ). Since 2020 OML in large scale was able to start rebuilding and strengthening the health care services and local agriculture for the crisis-affected vulnerable population in eleven target communities in Lebanon, also through the support of MI and the funding of the Federal Ministry for Economic Cooperation and Development (BMZ). OML operates in the region for over 60 years with many local programs and a backbone network of nine socio-PHC spread all over the country.

The main objective of the external mid-term evaluation is to assess to which extent the program implementation and achievements have progressed toward achieving the proposed results/outputs and planned measures of the BMZ agreement, mirroring narrative, logframe and budget. It aims also to provide evidence of MI/OML contribution towards outcome achievements and impact (relevance, coherence/partnerships, effectiveness, efficiency, impact, and sustainability).
