Save the Children
ROLE PURPOSE: Under the direct supervision of WASH Coordinaor the position holder will be responsible for the direct supervision of WASH infrastructure construction and rehabilitations and communities targeted by Save the Children in Kirkuk and Salah el Den governorates and surroundings. The position is specifically oriented towards the WASH emergency response in the context of the crisis of Iraqi IDP’s, and special attention will be made on the integration of the WASH sector with other core sector of Save The Children such as education and child protection
SCOPE OF ROLE:
Reports to: WASH Coordinator.
Staff reporting to this post: WASH assistant.
KEY AREAS OF ACCOUNTABILITY:
Need Assessment
* Lead in conducting WASH need assessments and technical assessment of WASH facilities to be rehabilitated and / or build in the targeted locations, through technical feasibility studies, household level questionnaires, focus group discussions, visits to WASH facilities and sites.
* Lead in the initial needs assessment in the targeted communities: Carry out individual interviews at household level, focus group discussions, visits to all water & sanitation infrastructure sites, and meeting with key members of community.
Program implementation:
* Follow-up/Supervision of the activities related to the construction of WASH infrastructures in public institutions and communities, such as:
* Preparation of BOQs and drawings for all type of WASH Infrastructure.
* Ensure the quality and quantity of materials delivered to construction sites by Save the Children and its subcontractors and maintaining proper record.
* Ensure all safety measures are taken at site during construction work to avoid any incident.
* Setting up and follow-up of hygiene promotion activities such as;
Monitor the implementation hygiene promotion sessions in the targeted community.
Identification, training and follow-up of activities of community hygiene promotion volunteers.
Training of Trainers in hygiene promotion to WASH committee members, hygiene volunteers, teachers, health workers etc.
Organizing cleaning campaign.
Ensuring maximum utilization of water and sanitation facilities.
* Ensure community mobilization on all WASH sector related issues.
* Organize & supervise the distribution of hygiene, cleaning and water treatment kit for health centers, schools and at HH level.
* Develop and communicate techniques for house hold water treatment in the target communities.
Monitoring, Evaluation, Accountability and Learning:
* Ensure that WASH infrastructure construction and rehabilitation works are carried out according to BOQs, drawings, quality standards established by save the Children through quality checklists.
* Weekly reporting of data in order to follow up the standard project and strategic indicators (number of beneficiaries, number and type of activities completed).
* Ensure that the hygiene promotion activities are designed based on the quality standards established by Save the Children through quality checklists.
* Participate in the implementation of KAP (Knowledge, Attitude and Practice) and initial and final PDM (Post Distribution Monitoring) for kits distributed).
* Weekly collection and reporting of data necessary for the consolidation of project and strategic standard indicators (number of beneficiaries, number and type of activity performed, results of water analyzes performed …).
* Monitoring of hygiene promotion activities realized by local partners of Save the Children such as the local NGOs, and participate in building their capacity.
NFI Distribution:
* Identify vulnerable, conflict-affected households in the areas of operation;
* Assess the IDPs using digital data collection app (ODK, Kobbo) and SCI assessment tools;
* Coordinate assessment of case referrals from other SCI programme teams;
* Coordinate beneficiary verification with Monitoring and Evaluation Team;
* Support in organizing and implementing NFI distributions, including preparing documentation and distribution site;
* Support other SCI programmes in organizing distributions in other sectors, if needed;
* Provide accurate and timely information that supports the drafting of weekly situation reports and other updates;
* Support the WASH Coordinator and PM in regards of Markets assessments in any other duties, as needed.
Budget management:
* Partial control of budget through collaboration with WASH Coordinator.
* Ability to understand basic finance equations and regulations.
* Ability to suggest better planning for budget expenditure and provide alternative suggestions to WASH Coordinator
Support function:
* Ability to track with finance, supply chain on PRs, payments and accurately develop PRs and other project documents.
* Follow up with warehouse officer on goods, GRNs, SRFs, ensure all goods are well received and released within appropriate documentations.
* Follow up with MEAL staff on assessments, PDMs, DDMs, ART, IPPT, and situation reports and other tools.
* Follow up with HR on recruitment of community based staff.
* Follow up with security and safety department as needed regarding access and safety of programming.
Reporting:
* Weekly (or each time when necessary) written and oral report to line manager.
* Preparation and sharing of feasibility and technical reports with WASH Coordinator.
Integration, coordination and transversal aspects
* Work with other team members of Save the Children (WASH and non-WASH) working in the same communities, to ensure the integration and complementarity of the different sector of the intervention.
* Ensure the integration of aspect related to gender, child protection, HIV, environment and other crosscutting issues to the implementation of WASH activities, and ensure that activities take into account the needs of specific groups and individuals, especially children, elderly and disabled people.
* To perform any other work related tasks assigned by supervisor.
Database management:
* Compile, verify accuracy and sort information according to priorities to prepare source data for computer entry
* Review data for deficiencies or errors, correct any incompatibilities if possible and check output
* Apply data program techniques and procedures
* Generate reports, store completed work in designated locations and perform backup operations
* Keep information confidential
* Respond to queries for information and access relevant files
* Comply with data integrity and security policies
Any additional tasks handed over by the supervisor in regards to creating templates, trackers, etc.

QUALIFICATIONS AND EXPERIENCE:
Required Qualification:
Bachelor/Graduate degree in Civil engineering, Environmental or public health engineering or or equivalent.
Experience: For graduate, professional experience of minimum 5 years in the field of construction, including 3 years in WASH sector..
* Practical knowledge in terms of masonry, plumbing, carpentry and pumping system.
* Knowledge of using Auto cad.
* Knowledge of preparation of estimates/BOQ
* Planning and organization skills
* Ability to listen and adapt

* Computer illiterate, knowledge of Excel, Word and power point
* Professional experience of 1 years minimum, among which 1 in a field related to public health, hygiene promotion, communication, behavior change and conducting trainings etc.

* Iraqi Nationality.
Desirable:
* Experience in NGO sector
* Practical knowledge in terms of masonry, plumbing, carpentry and pumping system.
* Knowledge of using Auto cad and Archie cad
* Knowledge of preparation of estimates/BOQ
* Good knowledge of supervision techniques
* Fluent Oral and written English, Kurdish and Arabic languages are desirable.

Traveling: 75 % in activies location to follow up , mointering and coordination in both Salah el den and Kirkuk

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
