Role Purpose
The Deputy Chief of Party (DCoP) is responsible for the programmatic and technical aspect of the project, Capacitating Strategic Organizations to Strengthen the Civil Society Organization Sector (CSO2). The project is designed to strengthen the capacity of CSOs and CSO networks that can serve as Local Resource Organizations (LROs).
This job holder is expected to be the main technical adviser on organizational capacity building and strengthening for identified CSOs and CSO networks. They will be responsible for ensuring the alignment of the CSOs’ respective capacity building plan to the project’s strategic direction, focus, approaches, and overall quality assurance of the project. They will also be responsible for ensuring the cohesion of the technical assistance and support that the Project will provide in various areas particularly in organizational development, financial management, financial sustainability, advocacy and network strengthening.
The job holder is directly responsible for integrating cross-cutting principles such as gender equality, child rights, climate change adaptation (CCA), disability and social inclusion are effectively integrated throughout the project, most especially the work of partners and LROs.
The job holder will directly oversee the work of the technical staff line of the Project Management Office (PMO) – Partnership Specialist and the MEAL Specialist – and relevant experts/consultants that will be hired. The job holder will also work closely with concerned staff of consortium partners and the Local Resource Organizations (LROs) to ensure a consistent and coherent approach in delivering technical assistance that supports their identified needs and priorities and at the same time contribute to the goals and objectives of the project.
QUALIFICATIONS AND EXPERIENCE
- With post graduate degree in a social science course, public administration and other related fields. Equivalent experience will be considered in lieu of a post graduate degree course
- Minimum of seven years’ work experience in the development or NGO setting, with at least 5 years of experience in the area of CSO capacity strengthening
- Substantial knowledge of local civil society governance structures and networks, strategy development, and systems development
- Good skills and experience in organizational /network strengthening to include: organizational development, financial management, financial sustainability and networking
- Excellent training, facilitation and capacity building skill
- Commitment in adopting and mainstreaming rights-based approaches including children’s rights, gender equality, disability and social inclusion
- Proven experience in field-level representation with a broad range of key stakeholders ranging from donors, government, civil society, academe and the private sector
- Proven commitment to participatory and adaptive programming approaches
- Strong analytical and conceptual skills and the ability to think and plan strategically
- An excellent leader and team player with good skills in team work and consultative approach to decision making
- Demonstrable experience of MEAL and Knowledge Management
- Excellent communication skills, both oral and written, including a good track record of report writing; a high level of written and spoken English is expected
- Politically and culturally sensitive with qualities of patience, tact and diplomacy
- Willing to work long hours toward the attainment of program objectives and deliverables
- Can work well in highly stressful situations; able to manage multiple competing tasks, prioritize deliverables and meet reasonable deadlines
- Commitment to the values, mission and principles of Save the Children
- Willing to travel to any part of the country as needed for the Project and may be requested by Save the Children Philippines for its humanitarian response
