Consultant: Drafting and Finalizing End-Of-Program Report
ABA ROLI South Asia Project:
ABA ROLI is a non-profit organization that implements legal reform programs in roughly 50
countries around the world. ABA ROLI has nearly 500 professional staff working abroad, and in its Washington, D.C. office. ABA ROLI’s host country partners include judges, lawyers, bar associations, law schools, court administrators, legislatures, ministries of justice and a wide array of civil society organizations, including human rights groups.
ABA ROLI is currently implementing a 54-month Project on countering terrorism financing funded by the U.S. Department of State. The Project seeks to strengthen the justice sector’s capacity to prosecute terrorism financing cases and to support government actors within the project country to effectively implement its anti-money laundering/countering financing of terrorism (AML/CFT) framework. The Project aims to produce better educated and empowered justice sector actors, with increased ability to coordinate and share information related to AML/CFT prosecutions, as well as insight into international rule of law and human rights standards for engaging in collective efforts that advance Financial Action Task Force (FATF) principles and practices.
To achieve these goals, ABA ROLI has partnered with a local think tank and other justice sector academies to implement a series of activities in furtherance of the following two objectives:
Objective 1: To build the capacity of justice sector actors (JSAs) to investigate, prosecute, and adjudicate anti-money laundering and terrorist financing cases, emphasizing coordination and information-sharing between investigators, prosecutors, and judges across federal and provincial levels; and
Objective 2: To develop the government’s capacity to prosecute evidence-based cases of terrorist operatives, facilitators, and networks, including foreign terrorist fighters, conducted in a rule of law framework and with respect for human rights.
As the project nears its end, ABA ROLI seeks a report writer and editor to support ABA ROLI in preparing and drafting an end-of-program (final) report.
The consultant’s responsibilities will include but are not limited to: 1) develop an understanding of the relevant Project and compile key Project outcomes and highlights; 2) develop an end-of-program report outline; and 3) draft and finalize the end-of-program report, including serving as an editor for the final product(s).
SCOPE OF WORK AND DURATION:
The consultant will work with ABA ROLI Asia team to finalize an end-of-program (final) report for one of its Asia Projects; the report will cover five years of implementation between 2018 and March 2023.
Below is a list of expected deliverables:
- Conduct an inception call with ABA ROLI project team and its local partner.
- Review relevant project reports, mainly quarterly, post-actions, and final evaluation reports.
- Prepare the end-of-program report outline using previous project reports as guidance.
- Draft the end-of-program report in consultation with project team.
- Finalize the end-of-program report and other associated annexes in consultation with project team.
This consultancy’s duration is 10 to 18 days, between January and early March, with a final report to be submitted by March 10 at the latest.
REQUIRED QUALIFICATIONS:
- Strong experience in drafting reports, especially related to endline development project reports for donor agencies (required).
- Experience working with projects funded by USG donor agencies (preferred).
- Experience with all levels of editing (i.e., substantive, copy editing, proofreading) for technical documents, including project reports (required).
- University degree in communications, law, international relations, or other related field (required); advanced university degree (preferred).
