Position Summary

The Program Analyst will primarily support the USAID-Office of HIV/AIDS, Budget and Operations Division as a Credence Institutional Support Contractor (ISC).

The Bureau for Global Health at the U.S. Agency for International Development (USAID) supports field health programs, advances research and innovation in selected areas relevant to overall agency health objectives and transfers new technologies to the field through its own staff’s work, coordination with other donors, and a portfolio of grants. The Bureau is USAID’s center of excellence and focal point in providing worldwide leadership and technical expertise in the areas of child and maternal health and nutrition, HIV/AIDS, infectious disease, population, family planning and related reproductive health, and health systems. As such, the Bureau aligns resources with identified public health and development needs and influences the global health priorities of the U.S. private sector, U.S.-based foundations, other donor organizations, host country governments, and host country civil society organizations. It also serves as the primary source of technical expertise and intellectual capital to the Agency and other U.S. foreign affairs agencies. The Bureau is the Agency repository for state-of-the-art thinking in biomedical, social science, and operations research and works to produce technical advances and innovations that can be disseminated and replicated at USAID Missions throughout the world.

The Budget and Operations Division (GH/OHA/BOD) is responsible for coordinating OHA’s interactions with the GH Bureau’s lead administrative (GH/PDMS) and program (GH/PPP) offices. BOD oversees administrative, financial, budget and program operations activities internally within OHA, and provides GH/PDMS and GH/PPP with essential PEPFAR-specific context in addressing OHA’s management needs.

The Program Analyst (the Analyst) directly supports the Staffing and Operations Team, tracking the status of a myriad staffing and recruitment actions, working with OHA staff and managers to develop and assemble recruitment packages, and coordinating new employee onboardings and departing employee offboardings.

The Analyst must have the ability to multitask in a fast-paced, dynamic environment with duties that include interacting with senior staff, managing day-to-day and long-range projects, and supporting more complex analytical tasks such as collecting, compiling and analyzing data in order to identify problem areas and making recommendations for solution/improvement in order to meet established Office and Bureau goals and objectives. The Analyst will closely work on daily basis with the Staffing and Operations Team Lead.

Responsibilities

Staffing and Logistical Support

  • Working closely with OHA staff, utilize existing tracking systems to update statuses of Office vacancies, recruitment actions and other staffing actions.
  • Working closely with OHA staff, assist in coordinating staffing strategies with hiring officials and onsite managers in order to develop optimal recruitment strategies for vacant positions.
  • Participate in sensitive workforce planning discussions, assisting in development of both standard and unprecedented staffing solutions.
  • Liaise closely with Division Chiefs, Branch Chiefs and program support staff to assign space to OHA employees.
  • Coordinate with OHA staff, Division and Branch Chiefs, and Hiring Managers to track incoming staff/anticipated staff onboardings as well as offboarding staff, across various hiring mechanisms, onboarding/offboarding staff and updating space and staffing trackers accordingly.

Diversity, Equity, Inclusion and Accessibility (DEIA) Support

  • Support BOD in the adoption, logistics, and implementation of policies and procedures related to DEIA consistent with the Executive Order to promote Diversity, Equity, Inclusion, and Accessibility in the Federal workplace and the USAID Strategic Plan.
  • Assist in producing and socializing DEIA Standard Operating Procedure (SOP) documentation as needs are identified.
  • Assist in preparing position papers, special analyses, and presentations to keep senior management informed of program status, difficulties encountered, and recommendations to resolve problems;
  • Assist with the development and analysis of employee and volunteer opinion surveys, member satisfaction surveys, and other organization culture audits; and help with the development of the final reports, as requested, for senior management to inform decision making.

Administrative Support

  • Assist in the design and maintenance of spreadsheets and databases.
  • Organize meetings and calls as needed, and prepare agenda and minutes, and follow up on action items.
  • Support MST with general logistics/support: maintain relevant calendars, call lines, and meeting setup and logistics.
  • Develop talking points, one-pagers, and presentation materials as needed.
  • Perform ad hoc administrative duties as assigned.
  • Coordinate new staff orientation and internal communication, as needed.
  • Write minutes/notes from staffing and other relevant meetings, as required.
  • Pursue professional development opportunities relevant to the Program Analyst responsibilities, including training, workshops, conferences, and other activities.
  • Perform other duties relevant and appropriate to the position, as assigned.

Qualifications

  • Master’s degree and 4 years, Bachelor’s and 6 years, Associate’s and 8 years, or High School and 10 years of professional experience.
  • Proficiency in the use of the Microsoft Office and Google Suite
  • Experience in the use of database applications is preferred.
  • Strong organizational skills
  • Knowledge of USAID rules, regulations and capacity building concepts is a plus
  • Strong oral, written communication and comprehension skills
  • Strong multi-tasking abilities
  • Excellent interpersonal skills
  • Ability to effectively present information and respond to questions from team members,
  • managers, and others
  • Strong quantitative and analysis skills

  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form
  • Ability to travel internationally, ranging from 10-15%, depending on the assigned Office and operational unit.
  • US Citizen or U.S. Permanent Resident with the ability to obtain facility access clearance is required
