ABOUT THE MISSION
- Mission: size, bases, budget, number of expatriates and national staffs.
Solidarités International intervened in Mozambique in March 2019 for a few months following the passage of Cyclone Idai, which hit the Province of Sofala and the city of Beira hard. Operations were suspended after the emergency phase and the mission closed. The evolution of the situation in Cabo Delgado province, hit by several cyclones and severely affected by the violent actions of armed groups claiming to be IS, which caused the displacement of nearly 800 000 people, led to an assessment in May 2021 and to the reopening of the mission. The assessment, carried out in the most affected district highlighted needs, particularly in the WASH sector, and the lack of emergency actors. The mission is opening in a complex security and administrative environment, where access will be a major issue.
Solidarites International was one of the first INGO actors to respond to the growing crisis in Cabo Delgado, leading emergency response and distributions in hard-to-reach areas. SI has completed its opening phase, and is massively scaling up in 2022. A new field base is planned for the first half of 2022, and multiple new projects are opening including a 5 M USD BHA project.
- Type and content of program
Multisector programs including emergency response and humanitarian activities in camp, non-camp, and conflict-affected settings as well as more sustainable projects (infrastructure rehabs). The area of intervention is Mueda, Nangade, Muidumbe districts, in the north of Cabo Delgado Province. Activities are encompassing WASH (both emergency and infrastructure works), RRM, Shelter, FSL and CCCM. They are covered under several different donors and grants (UNICEF, SDC, ECHO, UNHCR, IOM, CDC, BHA). Key program activities include non-hardware WASH components such as latrine construction, water trucking and hygiene promotion; rehabilitation and construction of water infrastructures; supporting assessments and response in new emergencies; general food distribution; and camp management on 7 official camps and additional informal ones. In addition, the BHA project starting in summer 22 is including a food security component, which will be the first one for SI in Mozambique.
JOB DESCRIPTION
- General objectives
The Field Coordinator has the role of delegated Country Director for a region of a country. He/she proposes a regional strategy according to the geopolitical and humanitarian context, and ensure its implementation. He/she checks and ensures that projects are carried out in accordance with the Solidarités International charter, respecting all internal and contractual procedures. He/she mobilizes the material and financial resources necessary for programs to run smoothly, and supervises resource management. He/she coordinates the teams in place and is responsible for their security.
- Specific stakes and challenges
- Secu / Access: Dynamic IS context requiring strong daily monitoring and decision making, maintaining / developing a wide network contacts among civilians and armed forces, coordination with partners (MSF mainly, INSO to come). 75% of the activities in a relatively stable context at date of writing. 25% in more volatile areas (Nangade district, Muidumbe district, Northern Mueda district) with limited access for expatriates (Nangade district at date of writing). Rotation of most of the local civil authorities’ responsible persons on going at date of writing, new relationships to be developed and maintained to ensure continuity of access
- In a context were high risks of corruption, diversion and SEA are identified combined with a low humanitarian culture and a strong HR growth at base level (from 30 to around 100 staff members in 6 months), continuous efforts to promote the code of conduct are required (training, workshops…). Frequent investigations to be carried out.
- The mission is quite young (opening summer 21) and Mueda base has significantly grew in the last 6 months (From 3 to 8 projects between Dec 21 and summer 22), the structuration of the mission and the base is still on-going and should be led by FC at base level supported by a deputy FCO for program (from July 22) and a reinforced coordination team (CD, prog coo, wash coo, log coo, fin coo, hr coo as a minimum core team – Security advisor to come for period to be confirmed and Internal Audit short mission support planned).
- HR: 90 national staff projected at summer 22, in-district capacities are relatively low and most of the staff will be new: capacity building required in all department and SI culture to be established. 11 expatriates on the base as of July with a majority of junior profiles on board in the current team. 50% of turnover expected by the end of August.
- Increasing number of international NGOs are starting to implement projects in Mueda district and will require additional coordination.
- Priorities for the 2/3 first months:
- Ensure a sound security context analysis in a volatile environment in which IS may be entering a new strategic phase (intensification of attacks, expansion in previously stable areas, strengthen links with IS central). Develop / Strengthen access and security network of contacts to optimize continuity of activities in Nangade / northern Mueda district and opening of activities in new areas of intervention (Muidumbe district, potentially western MdP district)
- Accompany the turnover of the expatriate team and lead the structuration of the mission at base level (communication schemes, SI processes, ensure implementation of minimum requirements/department…)
- Development of SI culture among national colleagues and strong focus on the promotion of CoC
- In coordination with DFC Program, Prog coo and support departments, ensure the swift start of a 5M $ BHA project as well as RRM activities
- Training national staff to ensure their capacity

YOUR PROFILE
EDUCATION: Any generalist background with a high sensitivity on context analysis is welcome
EXPERIENCE:
- At least five years of experience as manager in humanitarian environments, including two years as field coordinator or one mission in a similar size/context base.
- A significant experience of management, including of large team of international staff is necessary
- Experience in capacity buildings of teams;
- Skills in humanitarian analysis and external representation
- Experience on security management in complex environment
- Experience in Mozambique is an asset
TECHNICAL SKILLS AND KNOWLEDGE:
- Knowledge on project management and PCM;
- Technical experience in WASH, food, hygiene or shelter is an asset
- Training and capacity building skills;
- MS office.
LANGUAGES: English is mandatory, Portuguese (or fluent in Spanish or Italian) an asset
OTHER DESIRABLE QUALITIES: leadership and management / coordination with partners / planning and prioritization / flexibility / capacity to work under stress / solution making oriented / Team player

A salaried post:
According to experience, starting from 2600 euros gross per month (+ 10% annual leave allowance paid monthly) and a monthly Per Diem of 600 USD
SOLIDARITÉS INTERNATIONAL also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.
Social and medical cover:
Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
