Program Manager, Tuvalu – Pacific Labour Facility

Project Overview:

The Pacific Labour Facility (PLF) facilitates seasonal and longer-term work opportunities for Pacific workers in Australia. It connects Australian employers with Pacific workers under the newly introduced Pacific Australia Labour Mobility (PALM) scheme which combines the existing Pacific Labour Scheme (PLS) and Season al Worker Programme (SWP).

Role:

The Program Manager (PM) will work in partnership with, and will be based in, the Department of Labour (DOL) within the Ministry of Public Works & Infrastructure, Environment, Labour, Meteorology & Disaster, Tuvalu.

In collaboration with the DOL, the Program Manager will be responsible for supporting and implementing programmatic initiatives in-line with DOL labour mobility priorities. The PM will also support strategy and planning initiatives and assist with stakeholder engagement to ensure cross learning and whole of government support in achieving Tuvalu’s labour mobility ambitions The PM will support DOL staff by working alongside them, to review operational demands, capacity requirements, resourcing and knowledge to support high quality circular labour mobility programming to take advantage of the opportunities that the PALM scheme offers, especially in the context of increasing dem and for workers from Tuvalu.

The PM will be working closely with the DOL to support workers and families through worker preparedness, screening and selection processes, skills development, pre-departure briefings, and worker, family, and community reintegration.

Primary Duties and Responsibilities:

Under supervision of the P&TL Labour Mobility Manager, the Program Manager, Tuvalu will undertake the following duties:

Strategy and Planning: Consult with the DOL and determine labour mobility objectives and assist with strategy/policy improvement in line with the PALM scheme changes. The PM will work closely with the DOL to develop and manage PALM in-country planning, assessment, and budgeting to meet Tuvalu’s priorities and needs.
Stakeholder Engagement: Assist DOL with high-level stakeholder engagement (Government departments, private sector, training providers, panel doctors) with the view to strengthen the labour mobility eco-system and provide adequate support and planning where possible to meet the increasing demand for workers from Tuvalu.
Work Ready Pool: work with DOL staff to strengthen the Work Ready Pool and implement fit-for-purpose work readiness trainings to ensure consistent supply of quality workers.
Recruitment and Mobilisation: work with the LSU to develop workflow/plans, assist with planning, tracking progress of recruitment plans, and coordinate with key LM stakeholders/service providers in Tuvalu. The PM will also assist DOL review and update the recruitment process to align with the PALM scheme program.
In-country Recruitment Database (IRD) implementation: assist DOL with the roll-out and implementation of the IRD. Work with the DOL to manage stakeholder expectations in Tuvalu (and in Australia) and manage risks to ensure smooth implementation.
Pre-Departure Briefing: work with the Skills Development team and support DOL to ensure the PDBs remain relevant, and that appropriate support and training is provided to the trainers.
Reintegration Programs: Work with LSU to support reintegration initiatives, leveraging connections with other DFAT funded programs, other regional partners, and in-country networks.
Public advocacy and awareness: Support the LSU with marketing and awareness programs to inform the public, communities, workers, and key LM stakeholders on the PALM program.
Promote inclusion across all aspects of labour sending activities, including equality, disability and child protection.
Ensure communication, cross-learning and sharing of tools across the Pacific Labour Facility team.

The Program Manager will possess:

Tertiary qualification in a relevant discipline with demonstrated in managing programs/project, stakeholder engagement, coordinating teams and managing risks. Experience working and managing programs/project in Tuvalu and or in the pacific is a bonus.
A demonstrated ability to build respectful, productive and sustainable working relationships with a variety of stakeholders (including partner government, civil society and the private sector) and working together to achieve results.
Demonstrated ability to work autonomously with limited supervision and ability to work under pressure to meet key deliverables
Demonstrated skill and experience at convening and facilitating productive interaction between diverse groups of people
Experience working with programs in the Pacific with a strong understanding of gender equality concepts and issues
High level proficiency in Word, Excel, PowerPoint and web browsers
Advanced written and verbal communication skills
Demonstrated commitment to diversity and inclusion, particularly in a cross-cultural context.

Remuneration, Allowances and Support Costs:

This position is classified under the Aid Adviser Remuneration Framework (ARF) at C2 classification, and any allowances and support costs the Adviser may be eligible to receive will be in accordance with the ARF.
