Location: Lviv or Vinnytsia, Ukraine, with frequent travels within the countries

Duration:09 months, from March 2023

Conditions: Salaried contract, gross monthly salary from €2,300 to €2,800, monthly perdiem €600, medical coverage of 100% + repatriation insurance + provident fund, accommodation, international and local transportation as part of the mission, break every 3 months. No family duty station.

Presentation of TGH

“Actor in a sustainable and shared solidarity”

TGH is an organization for international solidarity based in Lyon, France, and founded in 1994. TGH designs and implements emergency, rehabilitation and development programs in the following sectors: water, hygiene and sanitation (WASH), food security and livelihoods, education and protection, mainly child protection. TGH is currently operating in 10 countries in Africa, Asia, Europe and the Middle East.

Context

On February 24, the Russian president announced a special military operation to demilitarize Ukraine. Minutes later, missiles/air raids hit all of Ukraine, including Kiev, shortly followed by a massive ground invasion from several directions, in a major escalation of the 2014 conflict and resulting in the siege of several major strategic Ukrainian cities such as Chernihiv, Kharkiv, Kherson, Kyiv, Mariupol, and Sumy. The Ukrainian president has since enacted martial law resulting in the general mobilization and management of the country by the military.

From September UAF (Ukrainian Armed Forces) pushed back the aggressor in the east and south of the country with the recapture of some strategical cities. Meanwhile, RF forces continued their offensive with strikes across Since October and the attack on the Kerch Bridge (08/10/2022) linking Crimea to Russia, reprisals have been unstoppable, mainly on public service infrastructures, notably power stations and water treatment and distribution stations in all the country’s major cities.

October 2022 saw an increase in the number of IDPs (+280,000 / +4.5%) growing from 6.2 M to 6.5 M) in the country and a movement of 450,000 (+7%) of those already IDP, most of them to or from the East of the country.

According to the humanitarian community, all the people living in Ukraine have been directly or indirectly affected by the conflict. Emergency humanitarian needs are varied and cut across all sectors.

The most pressing needs identified include:

• cash and access to financial support
• psychosocial support for a weakened mental health and limit the risk of irreversible
• medicines and medical supplies
• Shelter / NFI
• Winterization

Presentation of the mission

TGH is present in Ukraine since 2015. Established in Kramatorsk (East), TGH’s interventions were targeting the most vulnerable populations along the contact line employing traditional and innovative modalities as follows:

• Provision of electronic vouchers (e-vouchers for food, hygiene or dual-purpose e-vouchers), an innovative modality with application of mobile phones and web-money-based interface

• Cash for Work (rehabilitation or social work)

• PSS

• Documentation support (restoration or obtaining of official/legal documents)

• Provision of basic humanitarian assistance: food and hygiene kits, in Donestk, NGCA

In 2020, TGH has completed its intervention with an emergency Covid-19 response funded by UNICEF supporting healthcare, educational and social institutions and households of Donetsk and Luhansk oblasts (GCA) along the contact line with electronic vouchers for essential hygiene.

Following February 24th, TGH mobilized its teams on the ground and at headquarter to maintain its existing activities and develop an emergency response to meet the most immediate needs of the affected populations. To this end, TGH has quickly started various assistance program to cover the basic needs and respond to the psychological distress of the affected households and individuals. Up to this date, TGH is implementing 6 different projects, while others are under discussion. To implement these activities in the most affected areas of Ukraine, TGH has developed and reinforced the collaboration with local partners that are essential and take a crucial place in the global response.

Initially operational in Ukraine from Kramatorsk, the team has been relocated to Lviv where the coordination TGH’s office is. Lastly TGH opened 4 sub-offices, in Lviv, Vinnitsya, Cherkasy and Dnipro in order to be closer to the beneficiaries and ensure a proper implementation and follow up.

TGH is a member of the following Clusters and Working groups: Protection, Age and Disability Working Group (ADWG), Mental Health and Psychosocial Support Working Group (MHPSS WG), Food Security and Livelihoods Cluster (FSLC), Agriculture Working Group, Cash-based transfers Working Group (CBTWG) and WASH cluster.

Job description

The position supports the mission on the overall implementation of the WASH, NFI/Shelter and Cash programs in Ukraine, requirements definition, writing grant applications, planning, defining strategies and reporting to donors.

She/he supervises the overall work of the program team ensuring program development and quality and timely implementation of all the organization projects in the mission. She/he provides direct supervision and support to the operational and overall functioning of the mission within the TGH offices in coordination with TGH program and support staff.

Under the supervision of the Deputy Country Director for program and with the support and program departments, her/his main responsibilities are:

Program management & development

• Lead WASH, NFI/Shelter and Cash programming for the TGH mission in Ukraine, ensuring program quality through strategy development and participatory program design in close collaboration with the program teams and the national partners;
• Develop and adjust strategies for emergency, recovery and rehabilitation programming based on thorough humanitarian context analysis, TGH and partner capacities, resource availability and coordination with the sector/cluster and government line ministries and oblast departments;
• Work with the Deputies of the Country Director, the program team, to prepare concept papers and grant proposals as well as mobilizing funds;
• Support the WASH, NFI/Shelter and Cash program teams in the implementation of operations and monitoring of progress on project indicators and outcomes, ensuring compliance with donor’s requirements and sector standards;
• Manage program budgets and ensure spending is consistent with resources available, donor commitments and co-funding requirements in coordination with the Head of Finance;
• Contribute to the improvement of comprehensive program monitoring systems ensuring that monitoring data are feed into management decisions and used in program management in close coordination with the MEAL department;
• Conduct field visits for program monitoring and capacity building of field teams and partners;
• Prepare or assist program staff to prepare regular program reports for donors and partners as required. Ensure timely information exchange. Respond to internal and external requests for reports and information about programs;
• Actively participate in the design of new proposal for donors;
• Exchange information and technical support with headquarters Technical Department Referent and the sector partners (clusters) in Ukraine ensuring compliance with sector standards and best practices;
• Ensure regular program coordination with donors, including provision of regular project updates, preparation of modification requests and preparation of donors monitoring visits;
• Ensure program coordination and complementarity with TGH’s strategy, government line ministries, INGOs and NNGOs;
• Contribute to the identification and development of partnerships providing an added value for WASH, NFI/Shelter and Cash programs and support program team in effective partnership management with the support of the partnership department;
• Contribute to relevant Protection, Gender and Environmental issues mainstreaming in Ukraine program;
• Actively participate in the discussion about TGH strategy.

Monitoring

• Pursue and continue review & development of the technical documents, guidelines & procedures;
• RACI structure (responsibility assignment matrix);
• On-the-job quality control of data collection methods. Based on observations, advice teams on possible improvement and share lesson learnt and best practices;
• Evaluate program quality, including documenting best practices and lessons learned from Ukraine WASH, NFI/Shelter and Cash programs and ensuring these are considered in program design;
• Ensure monthly compilation of the collected data ;
• From the coordination, provide continued support to field teams. In consultation with TGH technical unit in HQ, provide modifications to tools and structures in case practice show that improvements are needed;
• Support to WASH, NFI/Shelter and Cash teams on data analysis based on the monitoring tools package, and on how to integrate lesson learnt from analysis in activity implementation;
• Preparation of monthly feedback report to be sent to WASH, NFI/Shelter and Cash staffs in charge of data compilation in the bases.

Staff management

• Support the WASH, NFI/Shelter and Cash teams at base level;
• Adapt tasks and responsibilities allocation within the WASH, NFI/Shelter and Cash Program team to accommodate program requirements or specific situations;
• Identify capacity building needs for staff and partners involved in the response. Take the lead on coordinating any formal or informal training for the WASH, NFI/Shelter and cash Program teams and partners;
• Provide direct support to the WASH, NFI/Shelter and cash Program teams through training sessions and appraisals.

Representation

• Represent TGH in UN WASH, NFI/Shelter and Cash cluster meetings, government coordination meetings and other programming forums in Ukraine, along with the Field Coordinators when relevant and/or the Deputy Country Director for program;
• With the Deputy Country Director for program, maintain fluid relationships with the donor agencies and supports the follow-up of funding opportunities for TGH Ukraine programs;
• With the coordination team, contributes to programs complementarity and synergies by maintaining fluid relationships with international and local organizations, specifically those working in same geographical areas and WASH, NFI/Shelter and Cash sectors.

General support to the mission

• Safeguard that conduct and work of the program teams respects core humanitarian values of humanity, independence, neutrality and impartiality;
• Contributes to the respect of security measures set up by the Country Director and Head of safety and security;
• Supports the implementation of internal procedures in coordination with the Support departments;
• Supports internal improvement processes. Contributes to knowledge and information sharing within the INGO team.

This list of responsibilities could be modified according to the needs in the field.

Security, working and living conditions

Despite the fluctuating security situation in Ukraine, the environment in Lviv is relatively calm and travel on foot or by taxi is permitted in the city centre. It is possible to go out in bars, restaurants… but there is a curfew in place from 11pm to 6am according to the martial law in force in the country. TGH team works in spacious and well-equipped offices in the city centre, close to the apartments where the expatriates are accommodated. Access to good internet connexion in the offices. The position could be based in another location in the coming months depending on ongoing discussion about coordination team relocation.

Profile

• At least 3 years of humanitarian experience in the field, with at least 1 year in a program coordination position (WASH and/or NFI and Shelter and/or Cash programs);
• Experience in the following sector: Water supply, sanitation and hygiene, NFI supplies, distribution and quality check, shelter, winterization and cash;
• Experience in managing emergency and early-recovery operations in challenging security environments and understanding of the humanitarian environment (standards, stakeholders and mechanisms);
• Experience in grants management and knowledge of procedures of main donor agencies:, BHA, UNICEF,ECHO, European Union, UN Agencies or others;
• Practice in designing M&E systems, tools, quality data collection, analysis and use of M&E data for program decision making;
• Excellent communication and writing skills in English;
• Ability in successful team management and capacity building;
• Strong interpersonal skills and demonstrated ability to work effectively on a team and to lead a team of specialists from a range of fields;
• Autonomy and rigor. Developed skills for work organization and tasks prioritization;
• Capacity to represent TGH at high level coordination meetings with different stakeholders;
• Experience of eastern European countries and Ukrainian/russian languages, a distinct advantage;
• Proficient user of MS Office pack. Knowledge on data treatment and GIS software will be positively considered.
