RESPONSIBILITIES

Under the direct supervision of the Director and Deputy Director of SIAP, the Lecturer/Statistician will be responsible to perform the following functions:

1.With particular focus on statistical techniques for macroeconomics, business statistics and national accounts and other official economic statistics and indicators including those related to Sustainable Development Goals (SDGs), prepares and updates training curricula and programmes, for basic and advanced-level training on official statistics covering internationally accepted frameworks, standards and classifications and methods; newly updated standards on systems of national accounts, balance of payments and industrial classification; best practices in design and implementation of statistical production processes; and analyses and use, communication, and dissemination of key statistics and indicators;

2.Conducts professional training based on sound training models and techniques for face-to-face and internet-based e-learning training modalities aimed at increasing knowledge and improving skills of government statisticians and officials in official statistics in accordance with internationally accepted frameworks, standards and classifications and methods on data collection and processing methods, sampling applications and survey methodology, statistical data analysis, production and interpretation of statistics and indicators; and application of information and communications technology in collection, analysis and dissemination of data;

3. Prepares and updates contents of standardized training materials in the subject matter area of applications of statistical techniques and modeling for measurement and data analysis of official statistics and indicators for face-to- face and e-learning training sessions, based on good practices and state-of-the-art tools, knowledge and methods of professional training and in consultation with experts in the subject matter;

4. Represents SIAP in international, regional and national intergovernmental forums, expert groups, and conferences relating to statistical development and training; and

5. Undertakes other related duties assigned by the Director and Deputy Director.

QUALIFICATIONS FOR THE POSITION

Advanced university degree (Master’s degree or equivalent) in statistics, mathematics, econometrics, or related quantitative fields, is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

A minimum of five years of progressively responsible experience in a national statistical organization in collection, compilation and analysis of data relating to macroeconomic and business statistics is required. Practical experience in compilation and dissemination of macroeconomic statistics and national accounts is required. Knowledge on statistical software, such as R and STATA Experience in designing and conducting effective face-to-face training and/or e-learning courses, and in organizing and supervising adult training and related activities is required Knowledge on statistical software, such as R and STATA is required. Experience in the use of learning management systems and designing web-based training courses using online training tools is desirable Experience in analyses of economic and social development issues, measuring well-being and the use of statistics in national development policy analysis and formulation in the developing countries of the Asian and Pacific region is desirable.

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
