The Manager of Finance and Administration will provide overall leadership and management to the finance team and administration teams to ensure proper management of resources and timely provision or support services. S/he is responsible for ensuring proper financial planning and management as well as overall compliance with CARE, donor, and government rules and regulations at the country level. The Manager of Finance and Administration is responsible for the day-to-day financial operations; implementing CARE International’s financial systems to provide effective support to the programs and program support teams.
S/he plans, directs and is responsible for providing quality financial services to all projects, units, and partners. The person in this role will oversee and coordinate other administrative functions including travel and logistics, IT, and general support services. S/he reports to the Humanitarian Team Leader works closely with Senior Management to ensure that strong partnership is developed between finance, programs, and other program support units.
Responsibilities:
- Technical leadership and effective stewardship of financial resources
- Establishing and maintaining required policies, procedures & control systems
- Budgeting and Forecasting
- Awards & Sub Awards Management
- Oversight and management of administrative support services
- Perform other duties as assigned by the line manager
Qualifications:
- Bachelor’s Degree in Accounting, Finance, Business Management, or related field
- Fully Certified Public Accountant (CPA and/or ACCA),
- Demonstrated experience with financial troubleshooting and audit
- Thorough understanding of financial accounting, reporting, and grants and contracts management processes
- Knowledge of relevant donor policies and procedures
- Working experience on PEOPLESOFT system managing the End to End AP process
- Handling office administration services
- Proper filing and safeguarding of important documents
- At least five years as a Finance Manager or equivalent experience
- At least 8 to ten years of experience working in the developmental and/or humanitarian sector-specific technical experience in budgeting, accounting, financial reporting, grants/contracts management, and business management
- Very strong business partnering skills with the ability to influence senior staff
- Team player- willing to work with country office teams to achieve desirable results
- Good communication skills both oral and written in Engl
