Context:
Nature of the Consultancy
Research Consultant for the development of a practical guide on the IOM/IPL Migrant Integration Index – a multidimensional tool to measure migrant integration outcomes.
Project Context and Scope
The displacement of over 5 million Venezuelans — majority of whom move intra-regionally — constitutes the largest migration movement in the Latin America and Caribbean region in recent history. Against the contemporary trends of migration, little is known about migrants’ broader integration experience and their perspectives of arrival and settlement in different facets of community life. Considering the limited comparative data and lack of empirical tools, IOM offers new prospects on how to examine integration outcomes and offer new approaches, evidence, and partnerships to facilitate successful inclusion of migrants in their new communities.
In partnership with the Immigration Policy Lab at ETH Zurich, IOM implements a project on developing and piloting a common and multidimensional approach to measure migrant integration outcomes in the form of a survey-based tool called the “IOM/IPL Migrant Integration Index.” The tool is currently being piloted within the project “Developing a Common Measurement Tool to Support Successful Migrant Integration in Brazil, the Dominican Republic and Peru,” funded by IOM Development Fund. The main goal is to contribute to a more robust and comparative evidence base for policy development and regional programme innovation to support migrant integration.
The index is based on a multi-dimensional understanding of integration, looking at the psychological, navigational, economic, social, linguistic, and political knowledge and capacities of migrants to establish themselves in their new communities Within the framework of the project, almost 10,000 migrant interviews are underway, and a range of stakeholders is engaged for capacity development and partnerships. As part of piloting the Index, an innovative causal impact stepped-wedge evaluation is being implemented in Peru, which involves multi-phased interviews that seek to measure the effect of cash-based interventions on the integration of Venezuelan migrants in the country. Meanwhile, Dominican Republic and Brazil both implemented a one-off survey to capture a snapshot of the integration outcomes of their migrant beneficiaries, with a view to generating robust data to inform and capacitating external stakeholders on improving local integration interventions.
The consultant will provide methodological and technical expertise to produce a methodological guide on the application of the IOM/IPL Migrant Integration Index, to introduce the index, provide guidance, and recommendations on how to apply the tool in other contexts and evaluation approaches, based on the lessons learned from piloting the tool in three countries.
Organizational Department / Unit to which the Consultant is contributing:
IOM Integration and Migrant Training Unit (IMT) under LMSI/DPSMM on IDF-funded Project “Developing a Common Measuring Tool to Support Successful Migrant Integration in Brazil, the Dominican Republic and Peru.”
Reporting:
Under the direct supervision of Project Management in Geneva, the consultant will have overall responsibility for technical assistance and the production of the methodological guide.
Core Functions / Responsibilities:
Tangible and Measurable Outputs of the Work Assignment
• Deliverable 1: Providing technical support and training to the Programme’s Focal Points (FPs) and implementing partners to effectively use and contextualize the established monitoring tools and systems (Microsoft Forms, Excel and Microsoft Power Automate/Flow) to collect and analyze data, progress and results;
• Deliverable 2: Development of the ‘Applying the index’ and ‘Different evaluation approaches and criteria/checklist’ sections of the guide;
• Deliverable 3: Development of the ‘How to interpret and analyse data generated by the tool?’ and ‘Recommendations and Conclusions’ sections of the guide. Finalization of the report and possibly translation into Spanish (20-25 pages excluding annexes and references).
Realistic Delivery Dates and Details as to how the work must be delivered
• By 6 of May – An inception coordination call will be organized with project management team to provide general guidance and define scope and timelines of deliverables; Project team will provide an extensive list of resources that will help consultant get familiarized with IS.0030
• By 30 of May – A coordination call will be organized with project management team to provide guidance; the Consultant will conduct interviews with IOM staff of implementing missions and research partners to better understand the application of the index: different evaluation methodologies, lessons learned, best practices, etc.
• By 30 of June – A coordination call will be organized with project management team to provide guidance; the Consultant will present the methodological guide in a webinar.
Performance indicators for evaluation of results
• Quality of the outputs produced, including background material.
• Outputs listed under the section 6 should be submitted directly to the Project Management in Geneva.
Required Qualifications and Experience:
Education, experience and/or skills required
• Master’s degree in Statistics, Social Sciences, Economics, Development Studies, Evaluation and Monitoring or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Experience working in M&E in the UN context and proven experience with information/data analysis;
• Previous work experience with migration and development issues would be an advantage.
Skills
• Excellent communication and interpersonal skills, ability to prepare clear and concise documents in English and Spanish;
• Excellent writing and communication skills and the ability to maintain effective working relationships with government authorities, national and international organizations, and other project partners;
• Ability to research, interpret information, identify and analyse problems and propose solutions.
Languages
IOM’s official languages are English, French, and Spanish.
For this consultancy, fluency in English is required (oral and written). Working knowledge of French and Spanish is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
