HALO

The HALO Trust is the world’s largest and oldest international humanitarian mine action non-government organisation (NGO). Our mission is to lead the effort to save lives and restore livelihoods for those affected by conflict. HALO is known for its work to clear landmines but is very much involved in the disposal of other explosive hazards such as bombs, rockets, missiles, and improvised explosive devices (IEDs). HALO was established in Afghanistan in 1988 and now employs almost 10,000 staff in 26 countries and territories.

HALO has been working in eastern Ukraine since 2016, with our teams removing hundreds of explosive items, from landmines to cluster bombs, spread across 420 hectares of land. We have also mapped and marked dangerous areas and began using machinery to help us clear battlefields and buildings damaged in fighting. In addition to making land safe, we deliver risk education, helping people, particularly children, understand how to stay safe. Whilst many of our operations have been put on hold due to the ongoing conflict, HALO is planning how best to respond and support Ukraine at this time, including continuing with risk education and explosive contamination mapping.

The HALO Trust is seeking a citizen of Ukraine to join us as an Information Management and GIS Officer, based at our operations in Eastern Poland and Ukraine. The IM and GIS Officer is primarily responsible for the management, maintenance and analysis of programme operational and open-source data mapping, and the production of accurate, informative mapping to assist humanitarian demining operations. Solid information management is fundamental to HALO mine action operations – the IM and GIS Officer is the means by which HALO’s operational activities are properly recorded, processed, analysed and disseminated. The IM and GIS Officer will, after training, be expected to fully grasp the range of HALO mine action operational activities and the relevant data and information produced. The IM and GIS Officer reports directly to the Operations Manager.

Candidates with a higher degree of information management skills and experience relative to GIS are preferred.

The IM and GIS Officer is responsible for:

  • Maintaining scalable internal IM systems to ensure accurate and efficient collection and storage across a range of operational data
  • Supervise, support and mentor the information management team
  • Produce maps and other GIS information products
  • Management of data in HALO’s Global Operations Information Management System (GO-IMS)
  • Establishing a clear data flow with stated quality assurance and control mechanisms to ensure accuracy design and implementation of mobile data collection forms and data flows to assist efficient and effective field-level operations
  • Design and maintenance of programme databases and datasets as required
  • Designing and implementing training sessions with operational and support staff in the use of physical and digital/mobile data collection techniques
  • With Operations Management, quality control of all operational data from mine clearance, mine risk education, explosive ordnance disposal, and other activities
  • Production and maintenance of programme geospatial data related to HALO mine action operations
  • Production of accurate, informative and creative mapping using ArcGIS and Google Earth to inform and guide operations
  • Production of maps, infographics and other data visualisation to accompany donor reports, presentations and for other external publications and uses
  • Use HALO internal data, open source, and other data with IM and GIS tools to produce analysis of the presence and impact of mines and other explosives
  • Essential Skills
    • Fluent in Ukrainian and Russian, with good spoken and written English.
    • Knowledge and experience in the use of GIS software, especially ArcGIS Pro and ArcMap.
    • Bachelor’s degree in Computer Science, Information Systems, GIS or related discipline. Lower level of education with relevant experience may be considered.
    • Excellent interpersonal and analytical skills with meticulous attention to detail.
    • Ability to work effectively in a team in a culturally diverse environment.
    • Ability to work well under stress and in a fast-paced environment.
    • Excellent time management skills and ability to multi-task and prioritise work.
    • Strong organizational, planning, and problem solving skills.

    • Intermediate SQL and data querying/extraction skills.
    • Experience in managing large datasets.

    • Experience working with and mapping open-source datasets.
