General Summary and Background: The purpose of Afya Ugavi Activity under the USAID Global Health Supply Chain Program – Procurement and Supply Management project is to address the supply chain and health commodity systems strengthening needs of the family health, malaria and HIV∕ AIDS programs within Kenya. This will be directed through Technical Assistance (TA) at both national and county level. The task order supports the Ministry of Health (MOH) Department of Family Health (DFH), National Malaria Control Program (NMCP), and the National AIDS and STI Control Program (NASCOP).
Principal Duties and Responsibilities include:
- Responsible for overall leadership, oversight, and direction for the public Health Supply Chain systems strengthening team, providing strategic advice on design and strategy for integration, evolution, and capacity building in supply chain management.
- Provide technical leadership for the Activity aimed at strengthening the public health supply chains for Malaria health commodities, contraceptives, essential lifesaving commodities, HIV/AIDs commodities and essential medicines in Kenya

Responsible for technical leadership and direction for the development and implementation of innovative strategies and programs to improve health commodity security, forecasting and supply planning, procurement, inventory management, warehouse management, distribution and transport, LMIS and logistics systems performance monitoring in support of health commodities for the Ministry of Health programs and other stakeholders in health sector in Kenya.

Establish and manage systems to ensure cohesion across all technical sectors of the Activity.

Ensure technical interventions are integrated, layered and sequenced appropriately at all levels of implementation within the activity.

Ensure the achievement of activity goals and objectives in line with annual workplans by providing technical advice and direction to the activity team.

Provide support for warehousing and distribution systems strengthening activities.

Provide training and other capacity building to staff and counterparts as required.

Serve as liaison to Ministry of Health officials at national, county and department level.

Supervise, and evaluate assigned staff.

Perform other duties as required or assigned
Required Skills and Qualifications: **
- Bachelor’s degree in Pharmacy; advanced degree preferred.
- Advanced degree or post graduate training in supply chain management required
- Minimum of 10 years of experience managing supply chain and/or health systems strengthening programs of similar size, scope, and complexity.
- Demonstrated experience in setting up and managing health supply chain systems including M&E of supply chains or supply chain strategy.
- Experience in Kenya public health sector supply chain systems strengthening technical assistance is an added advantage
- Strong written and oral communication skills.
- Excellent interpersonal, written and oral communications skills, proven diplomatic and public relations skills.
- Prior experience managing donor-funded programs, particularly USAID programs, is a plus.
- Ability to work with cooperating partners in a representational role.
- Fluency in English language required.
Level of Effort and Location
This is a full time position. The location of assignment is Nairobi, Kenya with intermittent travel throughout the country.
Supervision
The Supply Chain Director will report to the Chief of Party or designee.
