Chemonics
Chemonics seeks a chief of party for the anticipated USAID National Governance Program in Georgia. The anticipated program will continue supporting the Government of Georgia to implement major directives of public administration and parliamentary reforms. The program’s goal is to increase government accountability, transparency, and responsiveness to citizens through strengthening oversight function of the Parliament and other key institutions, advancing open governance and anti-corruption reforms, and strengthening the capacity of CSOs and the private sector to effectively engage in and impact policy making as well as demand accountability. This position will be based in Tbilisi, Georgia. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities :
· Provide overall project leadership, management, and strategic technical direction to develop and execute program activities to build the capacity of the Parliament in evidence-based policy planning and oversight of government performance, improve independence and capacities of key oversight institutions (State Audit Office, Public Defenders Office, Personal Data Protection Service, Civil Service Bureau, State Procurement Agency, etc.), advance open governance and anti-corruption reforms, build cybersecurity capacities of public institutions, and increase non-governmental actors’ engagement in policy making and accountability monitoring
· Supervise technical and administrative staff
· Serve as the primary liaison with USAID and international and regional partners
· Ensure that all project assistance is technically sound and appropriate
· Oversee work planning, performance management, and strategic communications
Qualifications:
· Advanced degree in Public Administration or related field, or an equivalent combination of education and work experience in a related field
· Minimum 10 years of experience as chief of party or other similar leadership position for USAID-funded and/or other donor-funded projects
· Minimum 10 years of professional experience in parliamentary reform, anti-corruption reform, increasing accountability of central level institutions preferred
· Experience working in Eastern Europe and/or Central Asia required
· Demonstrated ability to establish strong working relationships with government officials, non-governmental organizations, local media, and other donors
· Demonstrated experience in designing, managing, implementing, and monitoring and evaluating complex donor-supported projects, with skills in strategic planning, management, supervision, and budgeting required
· Demonstrated leadership, versatility, and integrity
· Fluency in English required
