Position Requirements

Organisational Context

The Jesuit Refugee Service (JRS) is an international non-governmental organisation with a mission to accompany, serve, and advocate for the rights of refugees and forcibly displaced people. The organisation was founded in November 1980 and has a presence in over 50 countries. JRS undertakes services at national and regional levels with the support and guidance of an international office in Rome. The style of JRS service is human and spiritual, working in situations of greatest need, seeking the long-term wellbeing of refugees and displaced persons, while not neglecting their immediate or urgent needs. JRS offers opportunities to a wide variety of staff, local and international, while maintaining a realistic and localised scheme of salary/stipend, insurance, etc.

With a regional office in Yaoundé, JRS West Africa (WAF) and Great Lakes (GL) was set up in 1995 in the aftermath of the Rwandan genocide and other widespread ethnic violence (in GL region) and in 2006 in WAF region in Chad (JRS biggest operation: 13 Camps and 181 305 people served).

Efforts in this region focus on education, protection, psychosocial support and livelihood. The education programs cover formal education (kindergarten, primary, secondary and post-secondary education), teacher training, and non-formal education, such as adult literacy and vocational training.

In order to strengthen the support provided by the region to our countries, with the support of the international office, we have agreed to recruit IT technical support to support not only the CAR/Cameroon national office but also to technically support the country offices of the WAF & GL region.

Operational Context/Role

Jesuit Refugee Service is seeking a IT Technical Support that will be responsible for supporting the implementation of the JRS new tools, specially IMS in Chad, Cameroon, Central African Republic, Democratic Republic of the Congo and in Nigeria. The IT Technical Support will be based in Yaoundé, under the supervision of both Country and Regional Director and the supervision and support from the JRS International IT Department. The position requires deep technical knowledge in IT, good communication skills, leadership, and the capacity to work with a team. Analytical thinking and the capacity to research innovative intervention methods, as well as creativity and flexibility are also expected.

Key Responsibilities

§ Information Technology

o In collaboration with the International Office (IO), define the standards for the computers and hardware to be procured in the Countries/Region.

o Be part of any bidding committee and define the technical specifics of any IT related hardware.

o Set up workstations with computers and necessary peripheral devices (routers, printers etc.).

o Check computer hardware (HDD, keyboards etc.) to ensure functionality.

o Install and configure appropriate software and functions according to specifications.

o Develop and maintain local area networks in ways that optimize performance.

o Perform troubleshooting to diagnose and resolve problems (repair or replace parts, debugging etc.).

o Maintain Hardware and Software inventory and recommend effective and newer versions.

o Perform backups, defragmentation, and cleaning of IT equipment and computers regularly.

o Manage the Internet systems maintenance and installation in all Field Offices.

o Install and maintain main server and network systems; perform basic network administration and security functions ensuring network and computer systems privacy, integrity, and security.

o Configure email accounts for all users, where necessary and support on email and messaging services.

o Ensure that JRS internet is always running in all offices.

o Configure for automatic backups for all laptops & computers

o Performs any other IT related tasks assigned by the supervisor to accomplish the overall organizational goals.

  1. Capacity Building

o Support the ICT capacity building and training activities for JRS Staff, in close cooperation with the HR department, by analyzing areas for training needs and recommending training methodologies.

o Support the implementation of the JRS ICT policies.

o Provide orientation and guidance to users on how to operate new software and computer equipment.

o Conduct trainings for the staff (remote and physical) on the Office 365 and other JRS tools.

o Support new staff through induction sessions on IT related services.

o Keep the Region/Country staff updates with latest IT security measures and best practices.

  1. Policies & Guidelines

o Work in collaboration with the IO IT department to apply the IT guidelines and policies.

o Share the country challenges with IO IT department and other working groups to further develop the strategies and answer the needs.

o Plan, design and execute the internet bandwidth requirements in accordance with international guidelines, number of users and business applications running.

o Implement the global IT Security guidelines to ensure the systems, cloud services and users’ data are protected from threats.

  1. Priority Activities

o Work with International Office on the installation of ISP Equipment. Work with Field Offices for installation of relevant equipment and set up/configuration of the same.

o Work with International Office to review, revise and contextualize the ICT Policy for West Africa Region.

o Work with the Supply Chain Manager to identify quality sources of ICT Equipment in the Region/Country

Qualifications

TERMS AND CONDITIONS

This Position is reserved only for candidates of Cameroonian nationality based in Cameroon.**

The contract is for 1 (one) year, renewable with an initial probationary period of three months. The JRS remuneration policy is aligned with the JRS ethos of offering effective and professional services and at the same time expressing solidarity with the people served. The salary is calculated with the use of a post-adjustment multiplier and takes into account years of relevant experience and the degree of responsibility of the role.
