ROLE PURPOSE: The Data Management Officer will be responsible in gathering, analysing the ECHO cash project information. S/he will be a contact person for all the related project information. S/he will represent SCI in the consortium coordination meetings and technical working groups at the county level. The incumbent will also support the save the children Bor field office in collecting and management data related to cash programming. The position will ensure the Cash consortium partners are consistently, and collaboratively collecting beneficiaries’ data, validating, and conducting relevant required analysis to inform distributions.

KEY AREAS OF ACCOUNTABILITY:
JOB DESCRIPTION:
Data Gathering, Coordination and Analysis.
- Ensure that data received from project staff are compiled, analysed and shared with both the Cash consortium, and the Project team.
- Lead the process of data collection for project reviews, including baselines, PDMs and endline assessments.
- Receive, review and archive in a computerized system on a monthly basis the cash beneficiaries supported by SCI and ensure that data is kept securely including having data backups;
- Lead the rolling out, dissemination of a comprehensive accountability system for the project (including supporting documenting and closing the feedback from beneficiaries).
Data Storage Management
- Maintain a strong monitoring and data collection system that ensures accurate data capture, collation and report generation for program staff to improve their analytical capacities and contribute data to the M&E system.
- Maintain internal project database and prepare analytical reports on a monthly basis share them with the project Managers/technical advisers for review and corrective action.
- Facilitate the Consortium level quarterly and project monthly review meetings including the tracking of the cash distribution performance indicators.
Project Data Reporting
- Support consortium partners to ensure timely and accurate reporting.
- Generate statistical reports as needed to support production of narrative reports for internal decision making, communication with stakeholders and partners.
- Produce after distribution progress against targets to measure performance and share with the project team.
- Play an integral role in data analysis, and contribute to the writing and reviewing donor and internal reports
Data Quality Assurance
- In collaboration with the MEAL team, contribute to the development of an internal data quality improvement plan for ECHO cash project.
- In collaboration with the Project Manager, develop modules and train program staff on data collection tools for their respective project needs.
- On a sample basis, conduct routine validation of the beneficiaries of the cash project.
Other Tasks
- Participate in Cash data strategic planning with other agencies and partners
- Any other tasks given by line manager.
Appropriately represent SCI and coordinate externally:
- Representation of SCI as and when directed by the line manager and/or prepares related material to be presented to internal and external audience.
- All internal/external coordination to be done in a culturally appropriate, honourable and respectful manner.

QUALIFICATIONS AND EXPERIENCE
Essential
- Bachelor Degree Statistics, Social Sciences , IT or relevant qualifications
- 2-3 years of experience in on data management
- Experience in conducting assessments and an understanding of cash for protection and nutrition programs
- Experience of working with local partners and building capacity
- Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions
- Ability and willingness to frequently travel at the cash distribution points and carryout DQA.
- Commitment to and understanding of Save the Children’s aims, values and principles
- Demonstrable ability at report writing and excellent communication skills
- Computer literacy and proficiency in MS Word and Excel spreadsheets
- Fluency in written and spoken English and local languages such as Arabic
Desirable
- Demonstrated experience in Cash programming is an added advantage.
