The position is open to Ukrainian nationals only and is to be filled as soon as possible, with an initial contract duration of one year. There are very good prospects for an extension. Employment location will be Khmelnytskyi, Ukraine. The position may require to travel.

As Logistics Officer for our Western Ukraine response your aim will be to provide logistical and procurement support to our Programme and Projects in Western Ukraine.

Your responsibilities

  • Carry out regular checks of warehouse documents and stocks to ensure proceudres are adhered to
  • Carry out reviews of any procurement files of procurements carried out by the partners. Identify areas for improvement and develop a capacity building development plan jointly with the partners
  • Participate on procurement committees for partner procurements as agreed in their partner agreement
  • Adhere to the WHH logistics policies (Procurement, Transport, Warehouse, Asset Management etc and ensure that all staff are regularly trained and inducted on the procedures.
  • Create a PreQualified Supplier List for the West Ukraine area
  • Establish Framework agreements with suppliers/service provders in the region for those materials and services that are required regularly e.g. Stationary, Office Equipment, Cleaning Materials, Vehicle Rental, Fuel Stockists etc
  • Ensure that all Logistics records for the field office are archived/filed on the JERU MS Teams platforms
  • Manage the rental vehicles in Khmelnitskyi from procuring them, establishing the agreements and training of the drivers on the WHH Fleet standards of driver conduct. Ensure log sheets are maintained for each vehicle.
  • Prepare the weekly driver roster based on the planned weekly movements and share with the Project Heads, Safety Office and Head of Ops each week
  • Ensure that security approval has been granted for all movements that require security approval beforehand
  • Prepare reports for transport, fuel management, procurement trackers and warehousing and submit to the Logistics Manager for review
  • Identify buildings in areas agreed by the Security and Safety Advisor to establish any office, guesthouse/storage faciltiies that may be required
  • Support the IT officer to manage the mobile phones in the field office
  • Support the Logistics Manager with the management and control of assets in the field office
  • Support the Security Officer in carrying out assessments/gathering information if required on the local, regional and national context in Ukraine
  • Support the establishment service providers contracts as and when requested
  • Liaise with the East Ukraine team for the movement of goods from the main warehouse to the partner warehouses for distributions and ensure that there is a WHH presence for the receiving of the trucks at the distribution site/WHH warehouse/partner warehouse
  • Assist in the montioring of distributions as and when required and ensure transparent and account process

Your profile

  • Formal or professional trainig with additional logistics qualifications
  • ideally 2 to 5 years professional job experience in the field of (humanitarian) logistics
  • Strong MS Teams skills
  • Willingness to travel within Ukraine
  • Fluency in Ukrainian
  • Russian and or English language skills are an asset
