Created in 1979, Action contre la Faim is a non-governmental organization that fights against hunger. Its charter of humanitarian principals- independence, neutrality, non-discrimination, free and direct access to victims, professionalism, transparency – has been part of its identity for more than 40 years. Its mission is to save lives by eliminating hunger through the prevention, detection and treatment of under-nutrition, particularly during and after emergency situations linked to conflicts or natural disasters. Action contre la Faim focuses its actions on 5 main areas of expertise: Nutrition and Health – Mental Health, Psychosocial Support and Protection – Food Security and Livelihoods – Water, Sanitation and Hygiene – Advocacy. Mozambique is currently ranked 185th/191 on the Human Development Index, and around 946,000 people are internally displaced in northern Mozambique (mostly in Cabo Delgado). Nearly 1.9 million people are highly food insecure due to conflict, low rainfall and high food prices.
Action contre la Faim has been working in Mozambique between 1991 and 2001, and has resumed its presence in 2019 via local actors’strengthening and in 2021 via direct interventions. ACF’s mission in Mozambique is currently in full expansion, with ongoing large scale emergency projects and several others in discussion. The field team is composed of 120 people, and the team is still growing.
Our assistance currently focuses on the Province of Cabo Delgado, with an office in office in Pemba and a sub-office in Mueda. However we are working on a registration in two other Provinces in the Northern part of the country.
The organization currently plays a strong role in Health emergency capacities strengthening, through the support of the mobile health brigades and health facilities and nutrition care to IDPs and host communities. ACF is working to reduce food insecurity among the affected population (food and cash assistance) and contribute to improve their resilience through by supporting household agriculture and incoming generating activities.
Under the supervision of the country director, you will be in responsible of the overall mission finance management ensuring sound and transparent administration of funds by providing accounting and financial management consistent with the ACF financial management framework and local legislation. More specifically, you will be in charge of:
– Financial Management
– Define the finance mission strategy
– Provide guidance to the SMT team on all financial aspect
– Provide financial and budgetary management by doing monthly BFU’s and donor report
– Ensure mitigation and reduction of finance risk management
Administration management
– Ensuring allaccounting processes and dead line for the mission
– Ensuring cash flow management and control for the mission
– Ensuring the well implementation of ACF and donor processes
– Ensuring donor follow up payement
Management
– Management of a team of 5 people directly and technically
– Implementing workflow standard
– Provide finance/procedures / ways of working trainin
You hold a bachelor’s degree or higher in finance and/or Business administration or another related field. Master in Finance or similar is an asset.
You have a practical experience in financial management, coordination and accountancy.
You have proven ability in translating analysis and evaluation into operational planning and strategic decision-making. You are known for your excellent team management skills, good listener and your high communication skills. Minimum 3-years’ experience in financial management coordination.
English is mandatory, portuguese/spanish an asset.
SPECIFIC CONDITIONS / SALARY
– 12 months fixed term contract under French legislation
– Monthly gross salary from 2940 to 3752 EUR upon experience
– Monthly per diem and living allowance: 503EUR net, field paid
– Monthly country allowance: 150EUR
– 16% of the gross monthly salary for pension insurance reimbursement for non-French citizens
– Transportation and accommodation: Coverage of transportation costs and guest house
– Medical coverage: 100% coverage of health contributions (CFE + complementary health) and repatriation insurance
– Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year and 250EUR at each RnR period (+flight ticket reimbursement up to 700$)

For national candidates:
– 6 months fixed term contract under Mozambique legislation
– Monthly gross salary between: 210.000 and 243.000 mzn, dependent on experience
– 13th month salary paid annualy

– One-off relocation allowance: 40.000 mzn
