Position Title: Peacebuilding Advisor- Peace Strategy for Women and Youth

Reports directly to: Project Manager – Reconciliation, Stabilization, Resiliecent Trust Fund (RSRTF) for Central Equatoria State

IOM in South Sudan has a broad range of programming centred around three broad areas: humanitarian coordination and support, humanitarian response and resilience, and peacebuilding, transition, and development. Humanitarian coordination and support include leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH), and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and standard transport services. Humanitarian response and resilience include CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund. Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.

Despite the signing of the 12 September 2018 R-ARCSS, political conflict has continued in Central Equatoria, which has been made worse by the fractionalization of both signatory and non-signatory groups. This has exacerbated the devastation of a region that was once the country’s breadbasket, reducing the chances of an early recovery at a time when people have begun to return to their communities from refugee camps in Uganda and the Democratic Republic of the Congo (DRC).

The transition and recovery unit has a number of peacebuilding and reconciliation.

IOM-led consortium project, funded by the Reconciliation, Stabilization and Resilience Trust Fund (RSRTF), aims to foster and promote reconciliation, social cohesion, community stabilization, and livelihoods in target locations (Kejo-Keji, Yei, Morobo, and Lainya communities ).

This project will, therefore, seek to create a conducive and safe environment for civilians by engaging armed actors and supporting community policing. It will also strengthen local capacities for the peaceful resolution of conflicts and disputes arising from competition over land and resources between communities while simultaneously promoting early recovery and resilience to revive the region’s production and development potential after years of conflict.

Youth and women’s local solutions for peace and development Strategy

IOM is committed to developing inclusive a tow peace strategies ( one addressing women and other addressing youth ) in Southern Central Equatoria, through engaging with women and youth (male and female youth including people with disabilities), at the county level (collating collaborations occurring at the Payam level) by the Unions and other associated institutions. The re-integration of youth who have joined militias or armed forces, or been excluded from governance and employment opportunities, can be supported by working with the Youth Union to create a localized peace strategy that supports and inform efforts to strengthen capacities for resilience. It will also allow for a gender-sensitive advocacy strategy, created by the community, to advocate for the needs, experiences, and voices of women in each area. The strategies will be disseminated through the different Unions and centers, and communication outlets in different Payams, and provide youth and women in southern Central Equatoria with a mechanism for shaping peace in their communities, each county can also use the peace strategy developed to self-organize and advocate with local authorities, who are mandated to make decisions at the local level, as well as communicate with their relevant communities how they plan to take on roles and responsibilities in localized peacebuilding initiatives

The objective of this Consultancy is to design and draft a two peace strategy ( one addressing women and the other addressing youth ) in Southern Central Equatoria. Paramount to the development of this strategy is a sound analysis of conflict and resilience drivers, critical gaps, and needs in the counties, pointing the direction of how to intervene to prevent and transform conflict and strengthen social cohesion, at both horizontal and vertical levels, while taking into consideration the specificities of each county and other ongoing activities by IOM and consortium members.

This exercise builds on the national peacebuilding strategy and will identify good practices, innovations, and entry points, as well as potential initiatives to be leveraged and new partnerships for consortium members. The women and youth Strategy will strengthen IOM’s position and capacity for conflict prevention and peacebuilding, including social cohesion, conflict transformation, and early warning, at the county’s level.

The consultant will work under the supervision of the RSRTF project coordinator and in coordination with consortium members

  • Conduct a literature review on peace and conflict issues and drivers in the four counties covered by the project. The literature review should cover and build on existing analysis on peace and conflict drivers in South Sudan, in coordination with conflict analysis team.
  • Data collection involving consultations (interviews, focus group discussions) with youth, women, government officials, consortium members, and Key local community leaders.
  • Develop a comprehensive report that presents a systematic and synthesized assessment of findings and provides strategic recommendations at the county level that will support the elaboration of a national strategy.
  • Hold progress, debriefing, and validation sessions for IOM, consortium members, and other stockholders to present the analysis findings and strategic entry points for potential further consortium programming. These workshops would showcase and help validate the analysis and include opportunities to further programming.
  • Ensure that the strategy is inclusive and risk-informed

Deliverables:

  • Identify and analyze structural factors and conflict drivers of the recent crisis, tensions, and conflicts in each of the four counties.
  • Examine existing infrastructures for peace and conflict management/resolution architecture.
  • Identify resilience factors and examples of resilient localities/communities where social cohesion and peace have been preserved against all odds/indicators and why.
  • Analyze emerging issues, solutions, and trends related to conflict prevention and peacebuilding in each of thefour4 counties, particularly looking at the role of youth and women.
  • Develop tow strategies targeting and addressing women and youth strategy for IOM on Conflict Prevention and Peacebuilding
  • The strategy will build on the mapping and analysis and will propose concrete pathways for engaging with women and Youth for emerging challenges such as hate speech and violence, promote best practices, and facilitate the use of new and innovative tools for conflict prevention and peacebuilding in the region.
  • Review current approaches to peacebuilding by IOM South Sudan, and provide synthesis report of best practices and lessons learned
  • Develop a practical approach, based on current experience, to local peacebuilding through community mechanisms
  • Master’s degree in Political or Social Sciences, Development Studies, Human Rights, International Relations, Law or in Mathematics, Engineering and a related field from an accredited academic
  • An institution with 6-8 years of relevant professional experience; or
  • University degree in the above fields with 10 years of relevant professional experience.
  • Proven experience in designing and implementation of assessments, field-based research and analysis, protection monitoring, programmatic impact monitoring.
  • Substantial knowledge of non-profit work including data collection and data analysis in post-conflict settings.
  • Knowledge of peacebuilding and recovery Principles, international standards, and Frameworks.
  • Proven experience in research and assessments on post-conflict and peacebuilding.
  • Knowledge and experience of peacebuilding programming are desirable.
  • Excellent analytical, communication, writing and presentation skills.
  • Familiarity with and/or experience in South Sudan or in other conflict and post-conflict contexts in Africa is an asset.
  • Familiarity with and/or experience in post-conflict environments is an asset
