Then you might be our new Head of Programme in DR Congo.

As our new Head of Programmes, you will be an instrumental part of DCA’s humanitarian team of 70 national and 6 international staff, and you will inspire and lead the strategic implementation of DCA’s humanitarian interventions in the DRC in accordance with the country strategy. You will be responsible for implementing DCA humanitarian projects, nurturing relations with implementing partners and other stakeholders, identifying fundraising opportunities, and ensuring that policies are in place and followed for timely and quality humanitarian programming. You will also be part of the Senior Management Team together with the Country Director and the Head of Finance.

DCA DR Congo Programme

DCA has implemented humanitarian projects in DR Congo since 2004. DCA aims to protect vulnerable communities in DR Congo, and to contribute to efforts to improve stability and social cohesion by addressing and mitigating the consequences of conflict and displacement. We clear explosive remnants of war, and assist communities affected by conflict and displacement by addressing protection needs and ensuring access to improved educational opportunities. We apply a people-centred approach to tackle interlinked humanitarian and security needs, and aim to build positive relationships between communities, authorities, and institutions, to improve community safety and encourage the development of local economies. At the centre of our work is our belief that local communities are the best agents of change. DCA is currently focusing on protection, mine action, cash, and livelihoods.

Role and Responsibilities

  • Line manages all programme staff and MEAL team.
  • Ensures quality of overall programme activities through daily guidance to programme staff.
  • Ensures comprehensive monitoring, evaluation, accountability, and learning in all projects.
  • Lead the programmatic implementation of the country strategy.
  • Plans project assessments, reviews, and evaluations.
  • Responsible for programme development, coordination, and synergies.
  • Identifies and assesses new programme opportunities.
  • Negotiates with donors as required in conjunction with the Country Director.
  • Writes strong concept notes/project proposals in close cooperation with programme staff.
  • Ensures donor compliance and adherence to DCA policies.
  • Overall responsible for meeting internal and external deadlines including the development of quality donor reports.
  • Responsible for necessary project budget revisions in coordination with Head of Finance.
  • Supports the Country Director with the strategic development of the country programme.

Competencies

  • Minimum 4 years’ experience as a Senior Manager/Head of Programme in a humanitarian context.
  • Knowledge of the context in DR Congo (particularly Eastern DRC).
  • Experience from working in complex and volatile contexts.
  • Sector expertise, preferably within Protection, cash, livelihoods, and peacebuilding.
  • Experience in managing USAID and EU contracts.
  • Strong skills in monitoring and evaluation.
  • Strong proven skills in successfully writing concept notes and humanitarian project proposals.
  • Fluency in French and English, both written and verbal.
