About QC:
Qatar Charity (QC) is a non-governmental organization based in the state of Qatar. QC works in the fields of sustainable development, poverty reduction, and emergency response by initiating long-term programs. QC has been operating in Yemen for the last twenty years either through different implementing partners or through direct implementation. In 2012, QC has established its direct presence in Yemen and its representation to facilitate more Humanitarian aid as well as development interventions into the country and work closely with its partners, the community, and other stakeholders.
MAIN JOB DUTIES:
- Responsible for receiving and sorting out all procurement and logistical support requests submitted by departments and projects.
- Preparing a plan for procurement and logistical support to ensure the orderly processing of requests submitted by departments and projects.
- Responsible for executing the requests in accordance with the procurement policy.
- Responsible for the completion of purchases according to the financial ceilings (direct purchase – quotations – limited tender – general tender) and adherence to the control procedures.
- Responsible for tracking the movement of purchases (goods) from the moment of contracting with the supplier until entering the stores, tracking all incoming and outgoing vehicles such as delivery dates.
- Responsible for ensuring the quality of the goods and their compliance with the specifications agreed upon with the supplier.
- Responsible for ensuring the quality and specifications of the goods according to the requested specifications
- Responsible for supervising stores and warehouses and ensuring that goods are stored according to storage standards for each type and category.
- Responsible for monitoring the movement of goods in warehouses and ensuring the provision of required goods before they run out.
- Responsible for reviewing the supplier’s financial claim, ensuring that all necessary supporting documents are attached, and confirming the supplier’s receipt of the financial dues.
- Responsible for following up and supervising all procurement and logistical processes in all projects.
- Preparing periodic analytical reports for purchases and the movement of goods financially and technically on (monthly – quarterly – annual) bases.
- Managing and supervising the procurement and logistic staff, evaluating their performance, and developing their capabilities
- Ensure that all procurement and logistics employees adhere to security and safety rules.
- Responsible for preparing and implementing “supplier registration, qualification” and ensuring the availability of up-to-date supplier databases.
- Develop the organization’s procurement and logistics supply chain.
- Contributing to the pricing of goods and services under the scope of procurement for the proposed projects (in the proposal stage).
- Responsible for developing and improving the performance of the procurement and logistics’ computerized system.
- Participate in periodic meetings devoted to the work of procurement and logistical support and request any emergency meetings related to procurement.
- Managing and supervising the procurement and logistic staff, evaluating their performance, and developing their capabilities
Required Qualifications and Competencies:
- Education: University degree in management – logistic support – statistics – analysis… or similar field.
- Minimum of 2 years’ experience in Procurement and Logistics Support
- Advanced level of English language
- Knowledge and experience in analyzing procurement and logistical computerized system.
