Position Description
EnCompass LLC is seeking a Senior Global Health Learning Specialist to be a member of the Bureau for Global Health, Office of Professional Development and Management Support, Learning and Organizational Development Team (GH/PDMS/LOD) through the Global Health Training, Advisory, and Support Contract (GHTASC). The Sr. Global Health Learning Specialist leads and collaborates on the design, delivery, and evaluation of learning courses, activities, and events for the United States Agency for International Development (USAID) health sector workforce.
Learning courses, activities, and events will primarily fall under the Professional Development (PD) and Workforce Learning (WL) tasks of Workforce Development. The purpose of Workforce Development is to strengthen USAID health sector staff capacity to lead and manage health programs by providing resources, sharing knowledge, building capacity, and maximizing learning opportunities.
The Sr. Global Health Learning Specialist designs, develops, and evaluates experiential, participatory in-person courses, virtual instructor-led training, e-Learning activities, action learning workshops, and large learning conferences and events, with a focus on leading and managing in a GH specific context and/or GH specific technical topics.
FLSA Status: Exempt
This is a full-time role based in a client site in Washington, DC. This position can be fully remote within the US States where EnCompass is currently registered. Candidates located in the DMV area who can attend onsite activities are encouraged to apply. Candidates must be legally authorized to work in the US for any employer without sponsorship.
Position Duties and Responsibilities
Essential functions include:
General
- Designs curricula, using creative, innovative and evidence-based approaches
- Develops dynamic, experiential learning session designs including macro designs based on client content, micro designs and training scripts
- Works with subject-matter experts to develop learning programs
- Works with clients to conduct assessments including research, focus groups, document reviews and telephone interviews
- Develops course content for virtual learning programs
- Facilitates face-to-face workshops and conducts training sessions
- Facilitates group process, strategy and learning sessions
- Serves as a co-facilitator on organizational development activities as needed in support of the lead practitioner(s)
- Ensures that programs and activities focus on leading and managing in a GH specific context and/or GH specific technical topics, liaising with client subject matter experts where needed to maximize relevance of content and activities for health sector participants
- Contributes expertise and innovative approaches; brings leading-edge thinking, methodologies and approaches to training, learning and leadership development programs
- Manages various learning programs
- Manages learning projects from design to implementation, including scope, budget, timeline and quality assurance for assigned activities
- Effectively communicates learning project deliverables to client, team members, and other stakeholders in a clear and concise manner
- Commissions and manages additional internal or external resources as required to ensure cost-effective and high-quality delivery of services
- Works with diverse stakeholders to plan, organize and facilitate major events/conference for the Bureau for Global Health
- Analyzes and review Agency programs and policies on learning and staff development
- Manages development and onboarding of FSN Fellows sponsored by the Bureau for Global Health as well as other orientation and onboarding programs
- Advises leaders of client Offices and Missions regarding design and implementation of professional and organizational development requests, and negotiates and manage relationships between clients and partners
- Advises GH workforce on individual learning plans and other organizational and professional development resources, including external Workforce Learning opportunities
- Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events
- Other duties as assigned
Position Requirements
Qualifications
- Master’s and 10 years, Bachelor’s and 12 years, Associate’s and 14 years, or High School and 16 years of professional experience. Degree in adult learning, organizational development, public health, international affairs, international development, or a related field.
Experience and Skills
- Extensive experience designing and delivering professional development programs/activities and delivering client services that exceed expectations
- Experience designing, delivering, and evaluating interactive learning experiences using blended learning and innovative technologies
- Knowledge of, and experience in, global public health strongly preferred
- An appetite for learning, curiosity, and a willingness to experiment in new ways of working, including sensing, ideating, prototyping, implementing, evaluating, and communicating
- ICF coaching certification desirable
- Superior writing and synthesis skills; ability to convert technically complex concepts into plain language and able to communicate to a variety of audiences with a high degree of cultural sensitivity
- Familiarity with leading-edge thinking, methodologies, and approaches for learning and development programs and activities
- Experience in instructional design with a focus on blended learning for in-person and virtual learning
- Knowledge of learning principles including adult learning, learning styles theory, participatory methods, instructional design, Appreciative Inquiry, whole systems thinking, and related topics
- Exceptional presentation skills with a dynamic, engaging facilitation style
- Able to confidently engage with staff at all levels to define needs and expectations, collaborate on projects with senior-level clients and team members, and communicate results
- Experience working with international organizations, including the UN System, US Government, NGOs, and the private sector
- Ability to work sensitively in multi-cultural environments and build effective working relations with clients and colleagues
- Commitment to and experience integrating diversity, equity, inclusion, belonging, and accessibility
- Strong planning, organization, strategic thinking, communications, relationship building, project management, and problem-solving skills
- Ability to manage time and prioritize tasks, producing quality products and services within tight time constraints
- The ability to obtain and maintain Facility Access
- U.S. Citizenship or permanent residency required
- Experience working or living overseas and ability to travel internationally preferred
- Fluency in language(s) other than English desirable
- Experience designing and implementing 508 compliant activities preferred
- Experience with designing and facilitating organizational development activities preferred
- Experience in designing, building, and launching e-Learning activities preferred
- Knowledge and experience working with e-Learning platforms, website design, LMS systems, and designing animation, augmented and virtual reality software preferred
- Ability to work in an environment committed to appreciative, strengths-based approaches
