Position Title: Head – Migration Protection and Assistance Unit

Duty Station: Dhaka, Bangladesh

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. Context:

Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Senior Programme Manager/Deputy Chief of Mission (DCoM) – Development of the International Organization for Migration (IOM) Bangladesh, the Head – Migration Protection and Assistance Unit will lead the Country Office’s (CO) Migrant Protection and Assistance (MPA) Unit in IOM

Bangladesh and will be responsible for the overall interventions focusing on Counter-Trafficking (CT) and migrant protection managed by IOM Bangladesh’s CO specifically ensuring assistance to vulnerable migrants including vulnerable children and supporting the voluntary return process and related support.

Core Functions / Responsibilities:

  1. Manage and coordinate the overall implementation of MPA projects managed by the CO, with a special focus on “A Comprehensive CT Program to Address Human Trafficking in Bangladesh” project.
  2. Supervise and coordinate the work of staff and consultants in meeting MPA project objectives, outputs and stated activities, including through organising meetings/workshops/trainings and in developing project tools/materials/ reports etc.
  3. Supervise staff under the MPA Unit, ensuring appropriate capacity-building opportunities for the team. Monitor and provide technical guidance to staff, in CT, direct assistance for vulnerable migrants including victims of trafficking and children, Assisted Voluntary Return and Reintegration (AVRR)/Voluntary Humanitarian Return (VHR), advocacy and outreach, and capacity-building on migrants’ rights and protection issues.
  4. Ensure proper coordination with the relevant government counterparts on the MPA programme area, exploring new opportunities, facilitating program goals and implementation of IOM activities.
  5. Ensure coordination and synergies with other IOM projects that are relevant to the MPA portfolio, including the PROTTASHA reintegration project, looking for complementarity and gaps in programming. Ensuring the usage of shared approaches and tools where appropriate.
  6. Oversee the proper implementation of Migrant Management Operational System Application(MiMOSA) in the CO and data management including AVRR/AVM cases. Liaise with the COs data focal point to ensure integration of MPA data to overall CO data analysis and ensure complementarity with DTM data tools.
  7. Oversee the design and implementation of MPA strategy and ensure liaison with donors, project partners, other IOM COs and the Regional Office (RO) to facilitate a coordinated approach to project implementation, identify synergies across IOM programmes, make recommendations on donor/partner engagement and identify new funding opportunities in close coordination with the DCoM.
  8. Contribute to resource mobilization for the CO by developing concept notes and project proposals in response to needs identified by different counterparts or different units in Bangladesh CO in coordination with the CO Support Unit and Resource Management Unit (RMU).
  9. Brief the CoM and DCoM on regular basis; advise on programme matters and on current affairs that may have an impact on the work of IOM in order to improve the government strategy and to facilitate adequate responses to any operational problems.
  10. Coordinate with National Monitoring and Evaluation (M&E) Officer to implement the project monitoring plan and evaluations. Regularly conduct monitoring visits to project sites, facilitate donor monitoring visits, oversee compilation of monitoring data etc.
  11. In coordination with Communications unit, and in compliance with project visibility guidelines, ensure production and strategic dissemination of communication materials to document project and operation activities, achievements and impacts in the form of press briefing notes, social media updates, monthly update, brochures, and other material as relevant.
  12. Facilitate IOM Bangladesh leadership role and profile in Global Compact for Migration(GCM) implementation and in various inter-agency working groups on counter-trafficking and the protection of migrants.
  13. Support the senior management in liaising with national and local authorities, donors, civil society actors, and counterparts in United Nations (UN) and international and national non-governmental organizations (NGO), in order to maintain, build new and strengthen partnerships, achieve project objectives, increase IOM visibility, and promote IOM Bangladesh’s strategy and policies.
  14. Track project expenditures and assist the RMU to ensure the financial management and accountability of projects and to prepare accurate financial reports for donors.
  15. Ensure timely submission of donor reports according to IOM procedures and donor requirements. Lead development of regular updates, programme summaries, and other relevant informational materials according to specific project needs.
  16. As authorized by the DCoM/CoM, participate, and represent IOM in various fora.
  17. Identify Unit staff development potentials and gaps, setting objectives and guiding performance, including Staff Evaluation System (SES).
  18. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, International Relations, Development Studies, Law, or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Proven experience and expertise in the area of migrants’ protection, including regional consultative processes, migration data and policy development, counter trafficking, and other protection issues.
  • Experience either on project development, project management, database management, project monitoring and evaluation relevant to MPA.
  • Experience in liaising with regional bodies, governmental authorities, other international/national institutions.
  • Experience in working on South Asian region an advantage.
  • Experience of working in a multi-cultural setting.

Skills

  • Proficient in Microsoft Office and knowledge of advanced publishing programmes.
  • Advanced English writing, communication, and negotiation skills.
  • Computer/software literate, preferably knowledgeable in Microsoft Office, and knowledge of advanced publishing programmes.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of Bangla/South Asian is an advantage.
