CDAC Network

The CDAC Network Programme Lead is responsible for all programme development and management of country operations. The post holder will focus on designing and delivering high-impact multi-member interventions that contribute to evidence and learning across different contexts. CDAC’s priority in its country operations is mobilising collaboration and catalysing new approaches that bridge the skills and expertise of its members to shift the balance of power and decision-making.

You have proven experience managing a diverse portfolio of programmes in operational contexts and strong project and people management skills. You will have substantial experience in engagement, media, technology and/or digital communications and be well informed of discussion surrounding social media and other online information sources.

You are fluent in written and spoken English, a confident networker and are happy to represent CDAC in high-level multi-stakeholder meetings.

Job title: Programme Lead. All CDAC positions support the CDAC thematic area of communicating and engaging with people affected by poverty or crisis.

Location: Home-based with at least quarterly, in-person, meetings in London.

Remuneration: A salary scale of£42,000-£50,000 and benefits package will be on offer to successful candidate.

Job purpose: The Programme Lead collaborates closely with the Director of Policy & Programmes in coordinating, managing and monitoring CDAC’s project portfolio, supporting the Network’s 2022-2027 Strategy implementation. They will: lead project design and development; manage project implementation; monitor progress; liaise with project donors in collaboration with line manager; meet donor reporting requirements; deliver high quality projects; and, ensure all CDAC policies and procedures are effectively implemented.

Key responsibilities:

  1. Project design and development: Lead the proposal writing of CDAC projects that support implementation of CDAC’s strategic aims, working closely with the Secretariat team and relevant stakeholders on each project design.
  2. Manage and monitor project implementation: Provide overall management to projects as assigned by the Director of Policy & Programmes. Recruit and line manage project staff or expert pool consultants as relevant. Provide technical support to project teams remotely or on-site. Drawing from CDAC’s global indicators, monitor and document project progress.
  3. Deliver high quality projects: Meet the needs of the project stakeholders to the highest CDAC CCEA standards. In all areas of responsibility, ensure all CDAC policies and procedures are effectively implemented.
  4. Communicate project outcomes and report findings: Support the production of scoping or assessment reports, working with a designer, country teams, the communications department, and others as appropriate for timely and well-coordinated release of findings. Working closely with the policy team, develop case studies to create awareness of CDAC’s innovative work approaches on Communication, Community Engagement and Accountability. Provide input into CDAC’s policy, advocacy, communications materials, blogs, and press releases.
  5. Donor reporting and engagement: Ensure all projects meet donor reporting and financial requirements. Create a rapport with each project donor and, working closely with line manager, develop strategies for securing ongoing revenue for project continuation. Along with the Secretariat fundraising leads, foster and maintain a strong network of donors from humanitarian and non-traditional funding streams to allow the development of new projects and the piloting of innovative methodologies.
  6. Staff/consultant wellbeing and risk: Be concerned about the wellbeing of project staff and consultants and ensure risk is considered and managed for each project.
  7. Representation and strategic direction: Where designated by the Director of Policy & Programmes or Executive Director, provide thought leadership at relevant fora, conferences or taskforces. Contribute to strategic direction, annual planning and Member Assembly processes.

PERSON SPECIFICATION

Essential

  • At least 8-10 years progressively responsible, in-country, management experience in areas of relevance to the requirements of this position (e.g. emergencies/development, protection, communication and engagement, citizen participation, among other).
  • Master’s degree or equivalent professional experience in development, humanitarian or international affairs, communication.
  • High level of both written and verbal communication and inter-personal skills in support of collaborating with a wide range of internal and external stakeholders.
  • Demonstrable line management and team management experience including motivating and supporting learning and development of diverse teams, and operating in secure and insecure environments
  • Significant experience in analysing donor trends, positioning for, developing and securing institutional donor funds (including ECHO, FCDO, UN, USAID, among other).
  • Evidence of knowledge of the determinants of inclusion, gender equality and human rights and their application and relevance in various contexts.
  • Proven knowledge of leading an overall programme strategy and monitoring/evaluation/learning initiatives resulting in well-defined and achievable workplans, strategies and analysis;
  • Evidence of being solutions-oriented, and committed to delivering results and taking responsibility for quality outcomes.
  • Significant experience of financial analysis and budget management at a management level.
