Background of the project
Oxfam in Kenya in partnership with Youth Alive Kenya and Association for Women in Agriculture, Kenya (AWAK) is implementing the Women economic empowerment and Care project (WE-Care) in three counties from Kenya, including Nairobi, Kiambu and Kitui (2020-2023). The consortium aims to scale up civil society-led advocacy to push tangible commitments on unpaid Care and Domestic work (UCDW) at the county and national levels. The project is part of a multi-country program being implemented also in Ethiopia, Zimbabwe and Uganda. The project aims to increase women’s and girls’ time and choice to participate in social, economic, and political life. Oxfam in Kenya and partners intend to achieve this goal by transforming how UCDW is valued, shared and invested in. Using a 4R framework the project aims to,
- Increase recognition of UCDW in public policy.
- Reduce heavy time consuming UCDW through investment inessential public services and infrastructure.
- Redistribute the responsibility for UCDW more equally between men and women, households and the state.
- Ensure women with care responsibilities are represented in planning and implementation of budgets and policies
The project has three outcomes namely:
Outcome 1: Public and private sector institutions increase commitments and investment on UCDW through policy, practise, and budget reforms
Outcome 2: Public opinions and narratives shift to acknowledge UCDW as an economic, development and gender equality issue;
Outcome 3: WROs, youth groups, carers and citizens have more individual and collective power to influence decision-making processes around UCDW.
Scope of work
Under the supervision of Oxfam, the consultant will be required to undertake a video documentation of the key achievements and lessons learnt of the We-Care Project to date. Specifically, the consultant will engage with targeted community members and partners in the video documentation and include still photographs as well as to cover the Learning event scheduled to take place on 28th and 29th March. The consultant will also capture recommendations from partners on what needs to be improved or done differently. The documentary should cover all the 2 partners and selected Oxfam staff.
Ethical conduct and safeguarding
During content gathering, the consultant shall adhere to Oxfam ethical conduct; Data protection law and regulations, respect for diversity, gender, and safeguarding.
Deliverables
The consultant will provide:
At least 50 High resolution quality photographs covering both the 2-day review and planning meeting and select partner organizations in action documenting the project’s successes.
- Photos must be delivered in a Hi-Res format e.g. (Tiff or a RAW equivalent of at least 10Mbs per photo) and not JPEGs, and fulfil the following additional usability criteria:
- Photographed from a variety of angles (e.g. wide and medium shots, close up portraits and extreme close ups. Strive to capture storytelling images of the project at all times.
- Features Oxfam staff and partners in action during the review and planning meetings.
- A variety having visibility items like banners on the background of some photos.
- Properly filled consent forms for ALL photography subjects.
1. A 5-minute documentary (with subtitles) as:
- Exported Full HD (1920×1080px), high-bitrate (15-20Mbps) video files encoded using H264 compression in MP4 format with square pixels, fixed frame rate, progressive scan, and stereo AAC audio compression at 128kbps and
- Properly filled consent forms for ALL subjects.
- All raw videos for the interviews with Oxfam staff and partners.
2. Case studies (1 from each partner) on the Most Significant stories of change.
- To be achieved through interviewing 2 WE-Care partners and project participants with the most significant success story of the WE-Care Project.
Audience and Use
The primary audience for this work is Oxfam as well as the partners involved. The products shall be used for learning across the project and for fundraising. We anticipate the products will also be useful for other actors and donors in the development sector.
Assignment Duration & Schedule
The consultant will complete all deliverables by 6th April 2023.
Tax and VAT arrangements
Oxfam in Kenya will deduct withholding tax from the consultancy fees which will be in conformity with the prevailing government rates and submit the same to the Government of Kenya. The consultant will be entitled to a copy of the tax submission certificate on request.
Remuneration
Full payment of the sum to be paid upon submission of the final outputs/ and satisfactory completion of each assignment to the quality set out in the scope of work, incorporating suggestions and recommendations from Oxfam
