ABOUT OUR MISSION…
The conflict in Ukraine has seen a dramatic and rapid escalation since 24th February 2022 with massive multidimensional attacks from Russian troops throughout Ukraine, from the East, North, and Southern borders that affected a large part of the country including the capital, Kyiv. This attack has been immediately followed by massive displacements, and more than 4 500 000 Ukrainians have taken refuge in neighboring countries. About 6 500 000 are internally displaced, mostly in the Western part of the country. In the East, impacts of the conflict are felt and humanitarian operations support people remaining on the frontlines.
SI strategy is to support the population in transit, the IDPs where they are settling and the population on the frontline directly affected by the ongoing conflict through a multisectoral approach including WaSH, Shelter, NFI, Food activities.
Mission: size, bases, budget, number of expatriates and national staff:
The coordination is the last based opened in country in Kyiv in September 2022. Prior to that SI opened and developed activites in Lviv, Uman, Odesa, Mykholaiv, Dnipro and Kharkiv. The mission is also supervising and supporting projects in Moldova with a base in Chisinau working for Ukrainian refugees and host communities.
The budget projected was approximately 30 million for 2022-2023 (from the start to mid 2023). SI expects to support the Ukrainian population in both country for an expected amount of 24M EUR.
The setup of the mission is the following :
- One coordination based in Kyiv
- One operational base in Lviv and sub-base in Uman focusing on IDPs response
- One operational base in Odesa and sub-base in Mykolaiv focusing on humanitarian aid delivery to
Mykolaivska, Khersonska and Odeska people.
- One operational base in Dnipro
- One operational base in Kharkiv
These two bases are focusing on humanitarian aid delivery to Eastern Oblast (Kharkivska, Donetska, Luhanska, Zaporizka) and support to IDPs.
- One operational base in Chisinau (Moldova) focusing on refugee response.
Key current donors include BHA, ECHO, UNICEF, UHF, and CDCS. Activities on the mission include multipurpose cash distribution, Food, Hygiene, and NFI kit distributions, winterization activities, rehabilitation of housing and collective centers, emergency shelter kit distributions, emergency water distribution, rehabilitation of water and sanitation infrastructure.
The mission is evolving and currently counts around 40 expatriates and 130 national employees.
In Kyiv, we count 14 expatriates and 15 national employees so far.
ABOUT THE JOB
General objectives
Analysis of the socio-economic context of Ukraine to ensure that SI package and working conditions match with the local expectations.

Specific stakes and challenges:
On an evolving one year old mission, requirement to pursue the development of the HR framework in Moldova and Ukraine, including :
- The Internalization of contracts and payroll; The understanding of both administrative and legal
context in both countries
- The finalization of recruitments which are the cornerstone of the mission;
- The Development of various framework and policies (remote work, training plan etc.) ;
- The technical support for the organogram’s reviews in link with managers;
- The identification of key national employees, to drive them to managerial positions.
Priorities for the 2/3 first months:
Recruitment / induction / organization:
- the HR coo will have to support the managers in the revision and evolution of the target set up (intermediate set up under validation and recruitment, target to be finetuned and recruited, support to the mission structuration in term of responsibility split, communication scheme…)
- the HR coo will have to support the admin team at base level to ensure the recruitment and proper onboarding of their respective teams.
- the HR coo will have to ensure the overall team is inducted (base induction and PAD participation)
Communication: the HR Coo will have to ensure a clear communication exists between the management teams and employees at all offices level on all HR decisions and policies.
- HR policies: the HR coo will have to take over the management of the out-sourcing / out-staffing firm and develop the first needed policies (contract policy, training policy, remote work policy daily worker policy) , daily worker). The HR coo will have the support of lawyers (selected and contracted in both countries)
- Homere Software implementation at mission level
YOUR PROFILE
Education: Generalist background, degree in administrative and HR management is a plus
Experience:
- At least 3 years of experience in administrative management for an international NGO / a first experience as HR coordinator is appreciated
- Previous experience with SI and Knowledge of SI tools and processes would be likeable
- Previous experience in unstable environment (conflict / post conflict country)
- Experience of team management
- Experience of HR management
- Technical skills and knowledge:
- Knowledge of Homere software is a plus
- Knowledge of Solidarites rules, tools and procedures is a plus
- Understanding, knowledges of local cultural / religious codes and habits and capacity to adapt to this environment
- Training and capacity building skills
- MS office.
- Good analytical skills, ability to adapt
- Good communication and diplomatic skill
- Good organization skills.
- Capacity to work under pressure in a tense security environment.
Languages: English, knowledge of Ukrainian / Russian would be a asset.
Other desirable qualities: leadership and management / coordination with partners / planning and prioritization / flexibility / communication skills / capacity to work under stress / solution making oriented / Team player
SI WILL OFFER YOU
A salaried post:
According to experience, starting from 2 400 euros gross per month (+ 10% annual leave allowance paid monthly) and a monthly Per Diem.
SOLIDARITÉS INTERNATIONAL also covers accommodation costs in the Guest House and travel expenses between the expatriate’s country of origin and the place of assignment.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with 700 euros allocated by SOLIDARITÉS INTERNATIONAL). To these break periods, one additional rest day per month worked are granted.
Social and medical cover:
Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are r efunded.
