Context:
IOM is undertaking a Business Transformation (BT) process, a priority driven by IOM’s Internal Governance Framework (IGF). IOM has undertaken a global review of its current support and administrative business requirements and Enterprise Resource Planning (ERP) based process flows to update its systems and establish a fit-for-future set of management methods, policies, controls, processes, and systems globally.
The technology supporting the BT is based on a move to Oracle Cloud ERP, Human Capital Management, Supply Chain Management/Procurement, and Analytics, and away from IOM’s existing SAP ECC6 system, known internally as PRISM.
Under the direct supervision of the Director of Business Transformation (BT), the Data Migration Lead will be responsible for the overall Data Migration and Archiving component of the initiative, from strategy development through final data archiving post-cutover.
Core Functions / Responsibilities:
1.Develop the overall Data Migration and Archiving strategy and plan by using inputs provided by key business and technical stakeholders as well as the previously conducted analysis of source system data.
2.Develop the detailed plans and manage the resources required for source data preparation and extraction.
3.Work with BT process area leads and IOM’s selected system implementor, develop the detailed mapping, transformation, scope, and loading specifications, and lead any issue resolution with the relevant Business Process Owners.
4.Work with ICT, the PRISM Team, and relevant business owners develop the archiving requirements, strategy, plan, and roles and responsibilities for the execution of the archiving strategy.
5.Work with the selected solution implementor and perform the following:
a. Oversee the development of transformation and loading programs/tools and track progress in support of the BT Project Management Officer;
b. Develop and agree on a mock load strategy that ensures the quality and consistency of data loaded into the future solution, and manage the IOM side of executing, troubleshooting and resolving mock load issues;
c. Manage the preparation, with the BT Technical and Integration Lead, for any interim interfaces required to support master data synchronization between the SAP, other, and Oracle solutions that could enable some functions to go live before the main cutover date; and,
d. Work with the solution implementor and cutover manager, manage the final data migration cycle into the future solution(s).
6.Develop Terms of Reference (ToRs) and oversee an independent Quality Assurance of (1) the data migration requirements and tools/programs used to perform the data migration and (2) sign-off on the final data load.
7.Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in engineering, computer science, information management, or a related field from an accredited academic institution with seven years of relevant professional experience; or
• University degree in the above fields with nine years of relevant professional experience.
Experience
• Experience leading ERP data migration initiatives, preferably with knowledge of SAP and/or
Oracle Cloud ERP;
• Experience in the UN system highly desirable.
Skills
• Knowledge of UN-specific business processes and contexts will be highly useful in this position;
• Advanced knowledge of data migration and validation tools.
Languages
IOM’s official languages are English, French, and Spanish.
