Context:
Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Programme Coordinator, the Programme Support Officer will be responsible for the coordination of project development and the production of regular reports for donors, as well as in assisting with the development of evaluation and monitoring tools for projects in Central African Republic (CAR) Country Office.
Core Functions / Responsibilities:

Coordinate the development of new programmes and projects that respond to emerging trends and priorities, in close coordination with Programme/Project Managers, Regional Office (RO) in Dakar, relevant clusters and technical working groups and external partners, in compliance with donor’s interests and requirements.

Support fundraising actions by maintaining regular contact with donor relations counterparts, including organizing and attending meetings and field site visits, contributing to the development, review and distribution of project funding submissions/proposals and appeals, and compiling information on donor policies and priorities.

Support donor contract management through coordinating the administrative aspects of new and ongoing projects, including assisting with activation, processing, endorsement, records-keeping, and submissions in line with specific IOM internal requirements and procedures.

In close coordination with Programme/Project Managers and Programme Coordinator, facilitate the elaboration of periodic, precise, and analytical reports for donors by ensuring compliance with IOM project review and endorsement process. Work closely with the finance and logistics department to check the consistency between financial and narrative reports.

Work closely with the Monitoring and Evaluation (M&E) Officer in RO Dakar and Project and Programme Managers of CO to assist in the overall integration of M&E outputs in existing and new projects.

Strengthen the existing internal reporting templates and consolidate all reports from the field(weekly) and share key action points with the CoM and Programme Coordinator.

Provide information for and facilitate the incorporation of cross-cutting themes (i.e., gender, protection, transhumance, Displacement Tracking Matrix (DTM), etc.) and conflict sensitivity in project concept notes and proposals in line with the new IOM Project Handbook.

Conduct desk research and field visits to prepare background information to support the development of new project proposals.

Provide and coordinate inputs for information requested by Headquarters, the RO, other IOMCountry Offices, and external partners, such as donors, government, partner agencies, and implementing partners, in close coordination with the project teams.

Support liaison efforts with donors, UN partners, and governmental and non-governmental stakeholders in the CAR.

Draft donor profiles and guidance notes on donor priorities. Assist in developing approaches to expand the IOM donor base, including research and mapping of funding trends.

Contribute to the development and update of project Monitoring, Evaluation Accountability and Learnings (MEAL) systems, M&E plan, results matrix, risks matrix, data collection and quality assurance mechanisms.

Actively support the drafting, coordination, and consolidation of all relevant M&E information to inform project reports, as well as check the compliance with all donors’ reporting requirements.

Required Qualifications and Experience:
Education
• Master’s degree in International Law, Development Studies, Political Science, Journalism, Mass Media Communications, Public Information, or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in project management, project development, institutional strengthening, capacitybuilding related activities in a developing country and post – conflict context;
• Previous work in relevant issues such as migration management and governance, displacement, stabilization, community violence reduction, livelihoods is essential;
• Experience in, humanitarian and migration-related activities, complex project implementation, budget drafting, research, report writing, liaison with governments and international agencies, reporting, fundraising, and donor relations required;
• Experience with project planning, scheduling and deployment of resources, and evaluation and assessment;
• Demonstrated capacity in coordination; and,
• Previous related experience in the Central African Republic field operations is an advantage.
Skills
• High level of professionalism and ability to work under pressure and adhere to strict deadlines in a complex and fast changing environment;
• Strong interpersonal skills and ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds;
• Excellent skills in drafting, editing and graphic design;
• Online communication and social media skills; and,
• Capacity to share the information at adequate levels between internal units.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
For all applicants, fluency in English and French is required (oral and written). Working knowledge of a local language is an advantage.
