Polish Humanitarian Action (PAH) is looking for an Area Coordinator to oversee and manage humanitarian assistance programs in conflict-affected areas of Ukraine.

Key Duties and Responsibilities
- Reporting to the Head of Mission, you will be scaling up one of PAH’s regional programs in Ukraine from a $2-3M operation to a $5-7M operation (target size differs by region and may increase or decrease based on conflict dynamics)
- You will provide leadership to both program and support teams in the field and serve as a high-level representative to new and existing external stakeholders
- Strategy & Growth: Oversee the implementation of PAH Ukraine’s program strategy in areas of Protection/Advocacy, WASH, Food Security/MCPA, Shelter/NFI
- Provide analysis of the current security and socio-economic situation, trends, need, gaps, and activities of external parties in areas served in order to inform mission direction
- Ensure activities and programs are appropriate and meeting the needs of beneficiaries and identify new strategic opportunities
- Represent PAH in external meetings with donors, partners, clusters, working groups, and other NGOs and government agencies in order to stay informed, report relevant findings to the mission, and increase PAH’s visibility within the donor and partner community
- Cultivate strong networks and relationships with external partners, local authorities and others; skillfully manage stakeholders and obtain buy-in for PAH Ukraine activities as needed
- Support proposal assessment, development, and budgeting
- Contribute to external-facing materials (issue papers, press releases, etc.) as needed
- Cultivate a positive, fulfilling work environment for team members, promoting productivity and good relationships within the team
- Lead by example, demonstrating the emotional intelligence, skills and work ethic you want to see in your team
- Coach team members, helping them set and achieve goals and develop the skills they need for optimal results
- Identify the team’s strengths and weaknesses and manage the team accordingly, balancing the need for expedient implementation in a crisis with individual team members’ long-term development goals and motivation
- Establish team-wide goals, monitor progress, and provide feedback as needed
- Prevent and resolve conflict
- Oversee all aspects of program implementation, including budgeting and financial management, tracking achievements and milestones, reporting, coordination of field teams, and communication with Head of Mission
- Provide leadership and support to project implementation teams, troubleshooting and coordinating as needed
- Assist with MEAL process for field programs, conducting site visits as needed and providing suggestions for improvements on the ground
- Ensure mechanisms for capturing and disseminating best practices and lessons learned
- Ensure mechanisms for beneficiary feedback are in place
- Identify and cultivate relationships with local partners as needed and maintain awareness of the 3Ws (who does what where)
- Manage program finances including cash flows, budget forecasting, and reporting
- Oversee procurement, ensuring timely supply management as well as compliance with all application policies and regulations
- Lead timely recruitment of national and expatriate team members as needed
- Ensure regular performance reviews and career management in line with PAH HR policies and procedures
- Analyze the security situation as frequently as needed in collaboration with mission security officers; proactively address security and safety risks to minimize risks to staff
- Ensure that staff adhere to safety and security protocols
- Ensure compliance and understanding of all policies and procedures related to fraud, corruption, transparency, and whistleblowing
The successful candidate will be selected based on the qualification requirements described below:
- Exceptional problem-solving, organizational and delegation skills
- Excellent people skills; you love working with and motivating people
- Detail-oriented with excellent communication, writing, and analytical skills, skilled with typical suite of management software (MS Office Suite, Google Drive, etc)
- A university degree or equivalent in economics, international development, sociology, public administration, or other relevant field, masters degree a plus
- At least 3 years experience leading teams, with a preference for experience working in a developing country or conflict area
- An ability to delegate tasks as well as roll up your sleeves and do the work yourself
- Proven ability to cultivate relationships with a broad network of stakeholders including donors and partners across all sectors
- Ability to quickly get up to speed on the local context and understand the humanitarian & social needs of internally displaced persons in Ukraine
- English language fluency
- Familiarity with the Ukrainian or Russian language required
- Experience working in Eastern or Central Europe is a plus
