Advert for MIS Expert consultant for Action Against Hunger’s Intervention in Afghanistan

1. Project Background

1.1. Rationale for the Project

Action Against Hunger (AAH) Afghanistan mission is looking for the MIS Expert consultant who will create PowerBi real time, intuitive and user-friendly dashboards in order to assist project management and reporting system by using AAF colour chart. The dashboard will be validated by MEAL, Surveillance HoD’s and technical team. The dashboard would be piloted and tested before considering the finalization. The consultant will also organize ToT for MEAL staff and develop the training manuals, guideline and SoP’s for the data management system and usage of the dashboard. Create Power Bi reports or provide insights to improve decision-making. Navigate, assist in determining, and configure dashboard user permissions within AAH Afghanistan. Identify, develop, and launch modalities to automate and streamline data collection and entry into the dashboard from grantees data sources. Conduct handover trainings with the dashboard administrator to ensure that the administrator is capable of managing, maintaining, and updating the dashboard.

1.2 Project Goal

i) Dashboard Development:

A) Develop project-monitoring dashboard in collaboration with MEAL team, which includes trend analysis for program progress, effectiveness against stated indicators.

B) Develop the guideline and SoP’s required for the validation of data and analysis.

ii) Capacity building:

A. Conduct series of MIS platforms training (Advanced Excel, Sphinx, SPSS, GIS, Kobo, Power BI, etc.) to MEAL staff and regular follow-up.

B. Develop training manuals and guidelines of MIs platform specially Sphinx, SPSS and Power Bi

1.3 Geographical scope:

The geographical scope is in Action Against Hunger Kabul, Afghanistan.

2. PURPOSE AND OBJECTIVES OF THE STUDY

· Pilot and scale up centralized information system for programs and related departments on Power bi.

· Develop project monitoring dashboard in collaboration with MEAL team which includes trend analysis for program progress, effectiveness against stated indicators

· Design and Development of MEAL databases for MEAL department and support in Analysis using different tools like SPSS, Power bi and MS Access.

· Strengthen online data collection using KoBo/ODK application tool through development of tools, collection and analysis of information.

· Programming the complex monitoring and project tools in xls for KoBo/ODK

· Develop a report generation mechanism for all relevant departments.

· Develop the guideline and SoP’s required for the validation of data and analysis

· Ensure quality and security of program related data

· Generate reports as per requirements of Action Against Hunger and donors.

· Conduct series of MIS platforms training (Advance Excel, Sphinx, SPSS, GIS, Kobo, Power BI, etc.) to MEAL staff and regular follow-up.

· Develop training manuals and guidelines of MIs platform specially Sphinx, SPSS and Power Bi

· Provide technical support to staff and promote learning based on project objectives and activities and ensure documentation and sharing of learning with other sectors and programs.

· Develop program teams’ capacities in the department’s field of expertise: data collection and analysis (method, format, software etc.), measure of indicators and tracking progress

· Support the program team in the development of monitoring/supervision checklist and tools

· Collect information and study trends for the preparation of maps and its documentation, as required for analysis or reporting needs

· Work closely with other technical staff in order to agree on the scope of regular mapping, define data needs, project requirements, required outputs, and participate in undertaking mapping

Qualifications:

o A qualified and certified MIS expert with Bachelor’s Degree in Computer Science, Information Management, Data Science or any related field.

o Strong qualitative and quantitative analysis skills

o Experience in Facilitating MIS Manager level training.

Experience:

o The consultant/ firm should have enough experience in designing and developing dashboards.

o The consultant should preferably be one who had worked in the past in INGO/NGO/ UN agencies and should have adequate knowledge and experiences on organizational management structure, organizational system operations and procedures.

o The consultant/ firm should have enough experience with mobile data collection methodologies, software and devices.

o The Consultant/firm should have prior experience in Monitoring and Evaluation.
