Summary
Led by Save the Children, the Implementer-Led Design, Evidence, Analysis and Learning (IDEAL) Activity is a project funded by USAID’s Bureau for Humanitarian Assistance (BHA) that aims to strengthen the capacity of BHA implementing partners to design and implement effective emergency and non-emergency food security programs. We expect to have two years remaining in this project.
The Emergency Food Security Advisor will support the design and delivery of capacity strengthening efforts across IDEAL’s three focus areas: monitoring, evaluation and learning; adaptive management; and humanitarian, development and peace assistance coherence. You will put priority focus on providing relevant, needed, and timely support and resources to emergency programming practitioners.
What You’ll Be Doing (Essential Duties)

Technical Support (50%)
- Work with the Senior Advisor, Monitoring and Evaluation (M&E) to identify emergency practitioner priorities and support the design and delivery of monitoring and evaluation activities.
- Work with the Senior Advisor, Program Learning and Adaptive Management to identify emergency practitioner priorities and support the design and delivery of adaptive management.
- Work with IDEAL Senior Advisors to provide the humanitarian perspective to IDEAL’s work on humanitarian, development, and peace coherence.
- Provide technical oversight of IDEAL small grants that fund projects related to emergency food security programming.

Knowledge Management and Learning (35%)
- Capture and apply implementation-level priorities and learning, as well as technical information on what is working and what is not with emergency food security programming implementing partners.
- Leverage relationships with other food security knowledge management, coordination, and support mechanisms—for example, KDLT, FEWSNET, SCC, RLA, gFSC.
- Coordinate IDEAL’s approach to building partner technical capacity for emergency food security programming within IDEAL’s strategic objectives.
- Work with knowledge management/communications colleagues to gather ideas from the implementing community, identify presenters, and provide input to knowledge sharing meeting agenda items related to emergency food security programming.

Thought Leadership and Representation (15%)
- Support facilitation of internal and external IDEAL events.
- Support IDEAL’s Humanitarian M&E and Learning community of practice (HuMEL).
- Engage with emergency food security programming practitioners and represent IDEAL in key fora.
Required Qualifications
- Minimum of a Bachelor Degree or equivalent experience, plus at least 5 years of relevant experience
- Demonstrated knowledge of best practices in emergency food security programming
- Familiarity with USAID/BHA and other donor programming priorities and technical requirements
- Demonstrated ability to communicate and collaborate effectively with individuals and teams at all levels, both internally and externally
- Proven writing and presentation skills
- Demonstrated commitment to fostering and maintaining and environment of diversity, inclusion, and belonging
- Professional proficiency in MS Office suite
- Professional proficiency in spoken and written English
Preferred Qualifications
- Implementation experience in BHA or legacy Food for Peace emergency food security programming
- Familiarity with resilience-building or development food security interventions, including but not limited to BHA Resilience Food Security Programs (RFSAs) or Bureau for Resilience and Food Security livelihoods or nutrition interventions
- Professional proficiency in French, Spanish, Arabic or Portuguese
- Demonstrated understanding of USAID’s CLA approaches
- Experience with BHA’s Emergency Application Guidelines
Compensation
Save the Children is offering the following salary ranges for this position, dependent on candidate location:
- Geo 1- NY Metro, DC, and other locations with labor costs significantly above national average: Up to $99,000/ year
- Geo 2-Locations around the US National Labor Cost Average: Up to $90,000/ year
- Geo 3-Locations significantly below the US National Labor Cost Average: Up to $81,000/year
Actual base salary may vary based upon, but not limited to, relevant experience, base salary of internal peers, business sector, and geographic location.
