The Role:

Oxfam is looking for an Advocacy Coordinator.

Job Purpose:

To provide leadership and support in advancing Oxfam in Myanmar’s influencing agenda, with a particular focus on gender-related priorities and inequalities. This includes analysis of key policy issues and opportunities, contributing to evidence-based research efforts, building effective partnerships and alliances and leading the development and implementation of related advocacy and campaigns. This position will provide technical support to programme teams and partners with respect to the development, integration and implementation of advocacy and campaign strategies. This position will also manage relevant external relations with key national actors including civil society.

Given the importance of gender equality to Oxfam in Myanmar’s country programme, this role is expected to have a strong focus on leading the gender and women’s rights advocacy agenda.

Key Responsibilities:

  • Support the development of policy analysis, advocacy efforts across key programmes and initiatives, with a particular focus on inequality and gender justice.
  • Work closely with Oxfam’s research colleagues to develop, manage and produce high quality research and related advocacy products (including infographics, policy briefs, briefing notes, case studies etc.) to support Oxfam’s influencing agenda.
  • Lead Oxfam’s campaigns with support from the Head of Advocacy and Communications and in close collaboration with key partners and allies and in alignment with Oxfam’s global advocacy and campaign efforts.
  • Identify strategic influencing opportunities and alliances at national level, and advance gender advocacy priorities in close consultation with programme teams, partners and networks.
  • Provide strategic support and leadership with respect to advocacy and campaigning to the networks and partners that Oxfam works with.
  • Monitor progress and analyse key national policy trends related to Oxfam in Myanmar’s work on inequality, gender and other key development themes. Continually advance analysis of decision-making process and key influencers.
  • Represent Oxfam in external meetings, develop strong organizational relationships with key partners, networks and influencing targets (including government and international donors) and promote opportunities for national organizations to raise their voices with decision-makers.
  • Attend meetings and work regularly to build momentum around areas of work with civil society partners, identifying areas where Oxfam can take supporting or leadership roles from influencing and advocacy perspective.
  • Work closely with the communications and media coordinator to support implementation of the Oxfam in Myanmar’s Communications and Media Strategy and collaborate on the development of relevant advocacy and campaigning efforts and products.
  • Support the Head of Advocacy and Communications to work with programme focal points/managers to ensure effective integration of policy and advocacy in programming.
  • Support the Head of Advocacy and Communications to design and deliver advocacy and campaign capacity building efforts for Oxfam staff and partners.
  • Support the Head of Advocacy and Communications to conduct in-depth risk analysis and mitigation efforts.
  • Manage Oxfam staff/ consultant/ intern/ volunteer as required.

Skill and Competence:

Essential

  • A commitment to fighting poverty, inequality and injustice and promoting basic rights for all.
  • Experience in public policy analysis or gender and women’s rights programmes
  • Experience of working closely with a wide range of civil society actors, including CSOs, NGOs, media, universities etc.
  • Demonstrated experience of influencing key decision-makers (which could include stakeholders within the private sector, government, civil society, media etc.)
  • Understanding of humanitarian principles, recovery and development best practices
  • A clear commitment to influencing decision-makers through evidence-based policy research, media and advocacy.
  • Ability to work under pressure to meet tight deadlines, to work unsociable hours if necessary
  • Well-developed interpersonal and team skills and proven ability to be flexible and sensitive in demanding situations. Track-record of working well with others and of diplomacy and tact
  • Good conceptual and analytical skills and demonstrable ability to think strategically, innovatively and practically to influence policies and practises.
  • Effective and sensitive communication skill, including fluency in English. Capacity to write appropriately for different external audiences.
  • Experience of working in development programmes
