ABOUT THE MISSION

Location: around 80% in the field / 20% in Solidarités International headquarters or from home

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, for nearly 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in some twenty countries, the SI teams – 2000 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.

The flying MEAL (Monitoring, Evaluation, Accountability and Learning) Coordinator from the OSS team (Operational Support Service) may be deployed on any mission where a MEAL-related position is of major strategic interest.

By nature, the flying MEAL Coordinator is deployed primarily on MEAL Coordinator gaps but may also be called upon to respond to emergencies, project launches, replace a Program Data Management Coordinator, a MEAL Manager, reinforce the skills of the MEAL team on a mission or to support strong positioning issues related to MEAL.

Generally speaking, the flying MEAL coordinator, as the technical advisor for the country of deployment, contributes to the development of Solidarités International’s strategy by proposing a MEAL strategy.

In particular, he/she guarantees the quality and relevance of the proposed approaches and ensures that the activities implemented are in line with the general objectives of the association and the needs of the populations.

He/she contributes to the capitalization and improvement of Solidarités International’s MEAL methods and techniques.

POSITION IN THE ORGANIGRAM

OSS members respond to the support needs of missions through SI’s geographic desks. Their deployment is under the supervision of the Director of Operations. When deployed, 80% of their time is spent working under the responsibility of the Country Director & the relevant desk manager.

  • At headquarters : Within the MEAL team, under the hierarchical authority of the Head of Programs Unit.
  • In deployement : Under the hierarchical authority of the Country Director or Deputy Country Director for Programs, or depending on the position, the Program Coordinator/Field Coordinator

ABOUT THE JOB

ROLE DURING DEPLOYEMENTS (80% of the time)

In close collaboration with the geographical desk of assignment, and in addition to the terms of reference specific to each deployment.

STRATEGIC ORIENTATION

  • If necessary, propose and develop a sector strategy in line with the association’s policies and country priorities
  • Support the Country Director and/or the Deputy Country Director for Programs in monitoring and analyzing MEAL issues and improving the quality of programs implemented in the country
  • Be the driving force for putting new MEAL activities into place
  • Participate actively in country programming exercises
  • Participate actively in the Program Week

RELEVANCE AND QUALITY OF PROJECTS

  • Propose and organize project evaluation
  • Support the program manager(s) in the implementation of a cross-cutting approach and MEAL tools in the programs to be implemented
  • Validate cross-cutting approaches and technical elements of MEAL projects
  • Ensure that MEAL activities are implemented in a matter that measures/confirms compliance with SI’s logic of intervention, the SI’s and Country’s annual operational strategy, SI’s technical requirements, and donors’ criteria
  • Ensure the relevance and consistency of MEAL activities vis-à-vis the needs of the populations
  • Ensure that the programs under his/her supervision achieve the required results
  • Develop the MEAL team capacities with techniques or new approaches and methodologies

COORDINATION, TECHNICAL SUPPORT AND OPERATIONAL MONITORING

  • Ensure the consolidation/validation of the monitoring activities timetable
  • Ensure the existence and relevance of monitoring indicators
  • Provide technical and methodological support to program managers and MEAL managers for the planning and implementation of MEAL activities under their responsibilities
  • Propose reorientations of the activity according to the evolution of the context and MEAL indicators

CAPITALIZATION

  • Ensure the proper use of Solidarités International’s capitalization tools and their dissemination at headquarters (DOAP and desks)
  • Participate in the centralization and dissemination of procedures, guides and tools related to MEAL
  • Suggest improvements to existing tools

HRM

  • Welcome and brief expatriates working on programs.
  • Identify the MEAL training needs of the program & MEAL teams and the resources available in the work area
  • Conduct training for field teams
  • Support in the correction of MEAL tests
  • Implement technical training in line with operational needs and identified training needs

REPORTING / COMMUNICATION / REPRESENTATION

  • Support the Country Director in fundraising, negotiating and reviewing project proposals for his/her activity
  • Ensure that deadlines and formats for reporting are met

WORK FROM SI’S HQ/HOME (20% OF TIME)

  • Occasional support missions to the desks
  • Contribute to the improvement of mission monitoring tools
  • Contribution to the development of the information system IS programs
  • Contribution to the DOAP fund projects

YOUR PROFILE

Education

  • Master’s degree in project management, development, or equivalent

Experience and skills required

  • At least 4-years experiences as a MEAL Coordinator
  • Excellent command of project cycle management and associated monitoring tools
  • Good knowledge of analysis framework (quantitative & qualitative) and associated methodologies
  • Experience in “surge capacity” positions appreciated
  • Definition and implementation of tools and methodologies
  • Proficient in the use of Excel and data collect software (Kobo, ODK-based)
  • Demonstrated ability to represent the organization and defend the interests of SI

Languages

  • English: fluent
  • French: fluent
  • Spanish: would be an asset

  • Stress management: Ability to work under pressure within imposed deadlines and to manage large increases in workload.

  • Frequent travel (80% of working time on average).

SI WILL OFFER YOU

  • Permanent contract
  • Expatriate contract calculated on the basis of the expatriate salary scale (gross salary of the coordinator level from 2400 euros/month, excluding the valuation of experience in NGOs)
  • One day off per weekend spent in the field. 5 weeks paid vacation.

  • Consideration for off-site work time (20%) outside of SI headquarters (from home) will be negotiable
