Position Overview

Pact is seeking a Buy-in Lead for the anticipated Green Recovery Investment Platform (GRIP) opportunity funded by USAID. GRIP is an 8-year, approximately $250 million global management and technical assistance (TA) platform designed to leverage private sector financing for climate-friendly investments and to mobilize funding that is needed to reach national and global resilience and adaptation goals. GRIP will be USAID’s signature tool to mobilize resources, leverage investments, facilitate partnerships, improve enabling policies and finance ecosystems, and enhance learning and capacity to address climate change through green investments. This position is contingent upon award.

Reporting to the COP, the Buy-in Lead will lead the design and execution of buy-in activities alongside project senior management and US Missions. This position will serve as senior point of contact for buy-in awards, subcontractors, and consultants. They will maintain a roster of qualified firms and consultants and will strive to utilize local talent. They will bring contractual, operational, compliance, monitoring, financial, and reporting experience. Additionally, the Buy-in Lead will promote buy-in mechanism across USAID country missions and maintain strong client relationships.

Key Responsibilities

  • Partner with buy-in missions and their respective leadership to manage sub-awards end-to-end, ensuring adherence to scope, quality, time, and budget constraints.
  • Facilitate the design and development of technical and cost proposals for individual buy-in projects, working closely with the technical team for development of scopes of work, the pricing team for budgeting, and with the contracts team for effective and efficient procurement and contracting.
  • Oversee buy-in planning (i.e., development of work plans and operating budget) and reporting (i.e., review and approve periodic budgets and reports).
  • Operationalize buy-ins; ensuring effective deployment and use of resources.
  • Monitor the agility and flexibility of buy-in responses, from time of USAID request to submission, troubleshooting, and leading improvements.
  • Broker and manage relationships and collaborative ventures with implementing partners.
  • Manage operational activities corresponding to resource partners as part of the buy-in activities, including ensuring provision of high-quality technical assistance to local implementing partners.
  • Work closely with MEL team and the sub-awardees to capture best practices and address any performance issues as well as collaborate in the creation of status reports and other reports.
  • Work with communications specialists and other key personnel to promote activity mission, and communicate successful stories, etc.
  • Promote operational efficiency, compliance with organizational and governmental regulations, and adherence to best practices.
  • Manage operations staff, including project managers focused on specific buy-ins.
  • Ensure all buy-in activities comply with USAID requirements from all quality benchmarks, including technical, cost, and contractual.

Basic Requirements

  • Bachelor’s degree in business administration, international development, economics, technology related disciplines or another related field
  • A minimum of ten (10) years of experience managing USAID activities, including contracts and buy-ins.
  • At least five (5) years of experience designing and supporting the procurement of sub-awards is required.
  • Demonstrated experience and knowledge of USAID contracting, including compliance, policies, and quality control.
  • Demonstrated ability to work in complex environments, work across different cultures, and manage diverse teams across different time zones to deliver impact within agreed timelines.
  • Experience managing client relationships with USAID Operating Units and Missions.
  • Experience working with multiple stakeholders to design solutions that meet varied client needs.
  • Proven experience in customer service and client relations; management of sub-awards and contractors; and relationship management.
  • Superior organizational skills and attention to detail.
  • Strong written and verbal communication skills in English.
  • Ability to travel internationally periodically.

Preferred Qualifications

  • Master’s degree in related field.
  • Familiarity with the following international development sectors: climate change, finance, environment, energy, and infrastructure.
