Global Communities seeks an experienced Capacity Building (CB) Specialist for the anticipated USAID Ethiopia Climate Resilient WASH Project (CR WASH). This five-year $30-40M program will accelerate the expansion and sustainability of climate-resilient water services and the adoption of key hygiene and sanitation practices in targeted pastoralist areas in Somali, Oromia, SNNPR, and Afar. The Activity will work to fulfill this purpose through four complementary intermediate results: 1) Professionalize and expand climate-resilient water services; 2) Increase adoption of key hygiene behaviors, including MHH, and ending open defecation; 3) Improve gender power dynamics; and 4) Strengthen the enabling environment for climate-resilient water and sanitation services.

The CB Specialist will lead the CR WASH capacity-building component, collaborating with CR WASH staff, international partners, international and local consultants, and other local stakeholders to design and implement capacity-building plans for a wide variety of stakeholders, including central, departmental, and municipal level government actors, water service providers at the municipal and community level private sector actors, and local implementing NGOs, among others. Capacity-building content will vary between actors, but in all cases will support the strengthening of abilities of all program actors to accelerate the expansion and sustainability of climate-resilient water services and the adoption of key hygiene and sanitation practices

Responsibilities

Responsibilities:

The CB Specialist will be responsible for the building the capacity of a wide variety of WASH stakeholders to provide quality WASH and WRM services in in targeted pastoralist areas in Somali, Oromia, SNNPR, and Afar. H/S will:

  • Facilitate needs assessment, identify priorities, and support the development of capacity improvement plans that increase organizational readiness and improve service delivery for partners engaged in water service provision and sanitation activities.
  • Coordinate, ensure, track, and monitor targeted technical support to partners in alignment with capacity improvement plans, including identifying training opportunities and technical experts, resources and activities that support the delivery of high-quality capacity building services.
  • Collaborate with the CR WASH technical team to design the CR capacity-building activities. Capacity-building plans and activities must be tailored to program actors based on their specific needs and objectives, which may include, among others:
    • Government actors at the central, departmental, and municipal level.
    • Water service providers at the municipal and community level.
    • Local implementing partner NGOs.
    • Private sector.
  • All other duties as assigned.

Qualifications

  • Master’s degree in a related field of study (instructional design, workforce development, training or similar) is preferred. A bachelor’s degree is required.
  • Experience with USAID or other international donor-funded projects, having served in a capacity-building role in a WASH/WRM project, with demonstrated experience establishing, institutionalizing, implementing, and adapting/improving capacity-building plans, tools, and activities (required).
  • Experience working with, or a strong understanding of Ethiopia’s WASH governance sector and relevant actors.
  • Demonstrated experience facilitating trainings and workshops, and with training-of-trainer (ToT) methodologies.
  • Experience in assessing organizational capacity and providing capacity-building activities.
  • Ten years of professional experience, with progressively increasing responsibilities and duties in the areas of workforce development, organizational development, vocational training, management development training etc.
  • Experience working with in business or services related to WASH, WRM or other service providers is preferred.
  • Demonstrated commitment to participatory, strength-/asset-based and partnership-based capacity strengthening approaches and methodologies.
  • Evidence of strong communication skills, both oral and written, to fulfill the diverse technical and managerial requirements of the agreement is desired.
  • Full professional proficiency in spoke and written English, in addition to local spoken language
