Cash and Voucher Advisor

ROLE PURPOSE:

The Cash and Voucher Technology Advisor will be part of the Ukraine Response Team and work in close collaboration with the Ukraine Senior regional TA for Cash and Regional CVA Advisor. The advisor will build capacity, lead strategic decision-making and oversee technical set-up and roll-out of CVA programming in the Ukraine Response. The post holder will refer to the Cash & Market Humanitarian Technical Working Group for technical standards and guidance.

KEY AREAS OF ACCOUNTABILITY:

To carry out the responsibilities of the role in a way this reflects Save the Children’s commitment to safeguarding children in accordance with the Child Safeguarding Policy.

Strategic, Technical Support and set-up CVA programming

  • Support the strategic and coherent use of CVA in Ukraine response, access to dignity items and covering urgent basic needs. Ensure linkages with social protection as relevant and feasible.
  • Lead the development of CVA programming and support the technical teams and response team to ensure that CVA approach is fully, effectively integrated into the response’s plans.
  • Provide support to the Response Team Leader in finalizing and ensuring the uptake of the Cash & Vouchers Standard Operating Procedures (SOPs) based on SCI customizable template and policies plus procedures set forth in the new SCI Cash Operations Manual.
  • Support country team to build their operational preparedness to set-up and scale up Cash & Voucher in a timely manner, according to SCI’s processes and procedures, inputting into preparedness plans and leading or supporting other preparedness activities (e.g. SOPs, RACI matrix, feasibility assessments, framework agreements with financial service providers, pre-crisis market assessments, etc.).
  • Provide support to the Response Team Leader in finalizing and ensuring the uptake of Cash & Vouchers Responsible, Accountable, Supporting, Consulted, Informed (RASCI) matrix based on SCI customisable template, in a way that responsibility and accountability lines for Cash & Voucher are clearly defined across teams and staff.
  • Ensure that CVA is included in preparedness and response planning and be a first responder to new emergencies, ensuring consideration and feasibility analysis of CVA (operational, partnership, capacity) in new or scaled-up SCI programming.
  • Coordinate with Operations, procurement and Finance teams to ensure relevant agreements with implementing partners.
  • Assist with the documentation and dissemination of best practices and lessons learned.

Monitoring, Reporting and Programme Development

  • Support the establishment of a sound monitoring process for CVA, with proper collection, use and monitoring of baselines, standards and indicators as per SCI guidance
  • Develop or adapt monitoring tools to Country context(s)
  • Lead CVA-related internal and donor reporting requirements for the office.
  • Circulate relevant training opportunities and provide on-site capacity building, coaching and training in CVA for the team.

  • Support inter-agency coordination mechanisms on CVA such as CWG and CVA task forces.

The job duties and responsibilities as set out above are not exhaustive and the post holder may be required to carry out additional duties within reasonableness of their level of skills and experience.

QUALIFICATIONS AND EXPERIENCE

  • Significant and relevant overseas experience in designing, managing and implementing cash transfer programmes for a broad range of institutional donors and sectors (beyond Food Security & Livelihoods)
  • Previous emergency response experience, possibly also in Finance and/or Logistics
  • Management experience of operational aspects of cash and voucher interventions.
  • Experience in the introduction of internal controls systems to support cash and vouchers delivery in the areas of financial management, logistics, security and programme delivery.
  • Demonstrable understanding of M&E and beneficiary accountability
  • Education: MA / MSc level or equivalent field preferably in economics
  • National team and/or small ex-pat team line management experience
  • Experience of working in insecure environments and adapting internal processes to mitigate security risks
  • Understanding of field level representation with key stakeholders and co-ordination with other NGOs/UN in the domain of cash and voucher interventions
  • Good attention to detail
  • Cultural awareness and ability to build relationships quickly with a wide variety of people
  • Patient, adaptable, flexible, able to improvise and remain responsive and communicate clearly and effectively under pressure
  • Excellent planning, management and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities
  • Strong communication (written and spoken) skills in English, Ukrainian and Russian
  • Good interpersonal skills with experience in managing multicultural teams

Desirable

  • Multi-site management experience
  • ECHO and/or USAID (OFDA or FFP) programme management experience
  • National level representation with key stakeholders and co-ordination with other NGOs/UN
