Chemonics
Chemonics seeks a chief of party (COP) for the anticipated USAID Investment Promotion and Access to Finance program in Kosovo. This position is based in Pristina, Kosovo. The purpose of this activity is to strengthen private sector capacity for sustainable economic growth through investment promotion and increased access to diversified finance. The activity will promote partnerships between the private sector and Government of Kosovo and press for productive dialogue between the private sector and the government to attract direct investment and enhance access to finance. Responsibilities include:
- Provide overall technical and managerial leadership of the program in compliance with USAID regulations and Chemonics policies and procedures
- Apply in-depth technical expertise in the program, ensuring an integrated vision among various components and focus on achieving results
- Responsible for the overall and direct implementation of activities, and ensure all project technical assistance is high quality, technically sound, and appropriate
- Supervise preparation of work plans, progress reports, financial reports, logistics and other documents
- Ensure quality control and overall responsiveness of technical assistance provided under the contract
- Serve as the primary liaison with USAID staff, government representatives, civil society and NGO representatives, partners, grantees, and other stakeholders
- Identify issues and risks related to program implementation in timely manner, and recommend program adjustments
Qualifications:
- A minimum of ten years of professional experience in managing complex private sector capacity strengthening projects focusing on investment promotion, increased access to diversified finance, trade facilitation, private sector engagement, business enabling environment reform, and institutional capacity building
- Advanced degree in international development, international affairs, business, economics, political science, public affairs, finance, or a related field
- Proven leadership in the design, management, implementation, and monitoring and evaluation of donor-supported programs; USAID experience is highly preferred
- Prior work experience in the Europe and Eurasia region (experience working in Kosovo and the Balkans preferred)
- Demonstrated ability to manage for success in multi-component projects with multifunctional teams and international consultants
- Relevant experience leading diverse teams and demonstrated capacity in building staff skills and ensuring quality control of project deliverables
- Fluency in English with excellent oral and written communication skills required, with fluency in Albanian strongly preferred
