Position Summary:
Creative Associates seeks a Community Policing Advisor for a community policing project in a conflict environment funded by the Department of State (DOS). The program aims to establish a skilled, capacitated community policing oriented service, which will result in better security, reduced friction between residents and security forces, and therefore less space for malign actors in a post-conflict setting. Reporting & Supervision:
The Community Policing Advisor will report to the Community Policing Team Lead.
Responsibilities
Primary Responsibilities:
- Provide the program with expertise on Community Policing to inform programming;
- Advise on the development of community policing training products
- Support with the design and inclusion of capacity development structures and activities for program partners; including the Organizational Capacity Assessment process, ensuring the development and implementation of related capacity building activities, and overseeing the process of gathering results from capacity building activities;
- Analyze program research findings to inform training design;
- Write concept notes outlining potential areas of training based on program research findings;
- Respond to requests from the client agency and supervisors as needed; and
- Perform other duties as required
Qualifications
Required Skills & Qualifications:
- Demonstrated experience managing small grants activities for an international development company or NGO;
- Demonstrated organization skills and ability to work and multi-task under pressure;
- Familiarity with the roles of police and internal security services in authoritarian environments;
- Strong interpersonal skills and ability to negotiate;
- Experience working with an international development organization and or government agencies such as USAID, State Department, DFID, EU; and
- Familiarity with post-conflict settings;
- Higher educational degree (Bachelors or above in a relevant field);
- At least 12 years operational and supervisory policing service;
- Knowledge and experience of the community sector in a MENA context;
- Fluent in English and Arabic languages.
