JOB CONTEXT: HI has an operating office in Havana, and currently maintains actions in Pinar del Río and Granma, implemented in coordination with the authorities and counterparts.**
Current projects are:
Socio-economic Inclusion: “Reinforcing a strategy of labour inclusion for people with disabilities through the strengthening of associations in three municipalities of Granma province, Cuba”.** Funding: COSUDE. Project ending in August 2022. Budget: 440 K EUR. Phase 2 in preparation, with an approximate budget of 200 K and a duration between 12 to 24 months; very high probability of approval.
“Inclusive Pinar del Río – Economic insertion and empowerment of persons with disabilities and their families, with emphasis on women and youth, in inclusive municipalities”. Funding: MRIF of Québec. March 2022 – March 2024.
A project proposal submitted to GAC in November 2021: “**Agro-inclusion: Support to Socio-Economic Inclusion of Women, Youth and People with Disabilities through Inclusive Local Agricultural Value Chains”.** Feedback from Donor is awaited by July 2022. Duration: 4 years. Budget: approx. 4 millions CAD**
Inclusive management of disaster risks: « Cuenca Resiliente: a multi-hazard, inclusive Early Warning System in the basin of Cuyaguateje river, favouring disaster preparedness in Cuba”, in Consortium with CARE. Funding: ECHO. June 2021 – May 2023. A modification request with top-up submitted to ECHO in February 2022. Amount of the requested top-up: approx. 130K, until May 2023.
2 submitted proposals to Embassy of Japon, including 1 with high probability of approval. Budget: 120K Euros, for the purchase on an accessible transportation for a DPO.
HI Cuba is searching for his new Country Manager.
YOUR MISSION:
· You are the legal representative in the country for the whole of HI, both internally and externally, and promotes the excellent reputation and positive image of HI.
· You are responsible for developing and implementing the project part of the Regional Programme operational strategy for the country in which he/she is based
· You contribute to organisational transformation in line with the simplification, Shared Services and operations and technical reorganization. In the event of an emergency, you take responsibility in accordance with the response framework defined.
· Under the guidance of the Technical Unit, regional MEAL and Support Service managers, and deploying all appropriate tools, you ansure the monitoring of operations in the country, as well as financial control, compliance with HI policies and frameworks and respect of contractual engagements towards donors.

· You actively monitors and analyses developments in the context in order to identify risks and opportunities, and proposes actions to the Regional Director.
Reporting to the Latin America Program Director, your main responsibilities are:
o You are the direct manager of 5 project managers
o You steer organisational transformation, in particular through managerial and work practice change and continuous improvement of working processes.
o You contribute to the programme’s operational strategy and HI frameworks & regulations:
o Contributing to the development of the programme’s operational strategy, and its implementation and annual monitoring
o Implementing the project part of the programme’s operational strategy, including fundraising and resource planning
o Ensuring the deployment of and compliance with HI’s global frameworks, institutional policies and standards.
o Ensuring financial control and monitoring of projects: technical quality standards, implementation of evaluations and donor audit recommendations at country level, internal audits

YOUR PROFILE:
o With a degree in administration, management, social science, political science, geopolitics, you have at least 5 years’ experience as coordinator with proven experience in in management and leadership of multi-cultural and multi-sector teams, on-site and remotely
o You master written and oral communication in Spanish and English or French
o You like negotiation and representation, networking and fundraising.
o You have a strong experience of working in partnership.
o You are able to lead the change.

o Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount
o Medical coverage with 50% of employee contribution; Repatriation insurance paid by HI
SALARY
· Salary from 3000 € gross/month upon experience; perdiem: 500€ net/month – paid in the field
· Paid leaves: 25 days per year; R&R: 1 day per month
