Proposal Summary:
For the Iraq Governance and Public Services opportunity, USAID seeks to support select GOI entities to improve service delivery performance through use of technology and process standardization while increasing the availability of and access to information, particularly related to public services. USAID also seeks to foster improved and inclusive relationships and engagement between those same GOI entities and the communities they serve. The goal is more equitable, efficient, and sustainable public services as well as improved government responsiveness to citizens’ needs and demands, contributing to more accountable, transparent, and inclusive governance. The project is expected to begin June 2023.
Position Summary:
MSI is seeking applications from highly qualified Deputy Chief of Party-Operations (DCOP-Ops) candidates. The DCOP-Ops will oversee and manage operations for the project and will work in close collaboration with human resources, operations, finance, logistics, security, and procurement staff ensuring these functions are fully aligned with programmatic priorities and objectives. Note: This position is contingent upon award.

Responsibilities:
- Provide oversight in the areas of operations, administration, human resources, logistics, procurement, budgeting and financial accounting, IT, and translation.
- Supervise the daily financial operations of the contract, timesheet recording, reporting to the client on the financial aspects of the project, and daily monitoring of obligations, budgets, and expenditures.
- Establish business conduct standards and procedures in compliance with MSI and USAID standards, and ensures staff are regularly trained in this area, including the establishment and use of systems and internal controls to reduce risk and exposure to vulnerabilities.
- While not directly responsible, the DCOP-Ops will be expected to have a good grasp of the programmatic aspects of the program and be prepared to step in as needed to support the chief of party and other program staff.
- Serve as Acting Chief of Party in their absence.
Qualifications:
- Master’s degree in Finance, Business Administration, Accounting, International Development, or related fields.
- Minimum of eight (8) years professional management experience in USAID-funded project administration and backstopping, including human resources, finance, compliance, and grants administration.
- Expertise in USAID rules and regulations (ADS, FAR) and USAID procurement regulations (22 CFR 228).
- Experience working in developing countries is required.
- English fluency required, Arabic highly desirable though not required.
- Knowledge of both US and Iraqi labor law.
