International Medical Corps

JOB SUMMARY

This position will be responsible for monitoring and influencing policy, trends and key stakeholders within the humanitarian and global health arena that impact on International Medical Corps’ mission and operations. She/he will assist in developing and implementing an advocacy strategy in order to influence policy and budget priorities of the United States government, the United Nations, institutional donors and other key actors within the humanitarian and global health arena. He/She will work to shape the global health and humanitarian aid dialogue and position International Medical Corps as a premier authority among international health actors. with US policy makers as a premier authority on humanitarian and development aid, global health, and disaster response and as a leader among international humanitarian and health actors

MAIN TASKS AND RESPONSIBILITIES

  • Lead in the development and implementation of a public policy and advocacy strategy related to humanitarian and global health priority areas in consultation with the organization’s relevant departments
  • Maintain regular communication and interaction with Members of Congress and their staff to advance International Medical Corps’ policy and program priorities
  • Assist in the development of policy positions for operational issues that will resonate with senior USG officials, including within donor agencies, and support efforts to project these positions to the field for interaction with US Missions and US donor country representatives;
  • Track and keep International Medical Corps management and staff apprised of US budget process. In coordination with International Operations and Program Development Departments, identify and keep International Medical Corps apprised of priorities and funding opportunities within relevant U.S. government agencies;
  • Serve as organizational focal point for visiting International Medical Corps field staff in relation to Congressional outreach and preparation of staff for briefings and meetings on Capitol Hill;
  • Explore opportunities for Congressional and staff delegation visits to International Medical Corps field sites. Ensure necessary follow-up in Washington DC to delegation visits;
  • Work with congressional staff and committees to contribute information on issues related to bills and resolutions that enhance the effectiveness of US humanitarian and development aid and further International Medical Corps’ mission. Explore opportunities for congressional hearings and briefings relevant to issues of concern to International Medical Corps;
  • Create and organize opportunities for IMC senior HQ and Country-based staff to speak in formal settings and international health forums, to offer International Medical Corps’ perspective and raise the profile of our work on a range of health and humanitarian interventions within its area of expertise in the field.
  • Draft testimony for congressional hearings, policy statements and letters to Members of Congress in pursuit of International Medical Corps policy goals;
  • Identify, analyze and monitor draft, pending and enacted bills, legislative trends and other emerging issues in Congress related to International Medical Corps operations. Disseminate this information to International Medical Corps staff and provide opportunities for feedback;
  • Attend relevant congressional hearings and outside conferences and provide summary reports for International Medical Corps staff with a stake in issues being discussed;
  • As advised by VP/DIA, serve International Medical Corps representative within NGO coalitions and US Government forums related to global health, humanitarian and public policy on
  • Building upon International Medical Corps’ mission and mandate, and in conjunction with other key departments, assist in the development of thematic initiatives and campaigns that would advance International Medical Corps’ recognition and resource opportunities with US government donors and Congress, and that could be taken forward by the organization with other target audiences;
  • Serve as a resource for the Resource Development Department as requested for key funding opportunities;
  • Serve as a resource for International Medical Corps staff on how Congress and the Administration operate to make policy, pass laws and create budgets to fund international humanitarian and assistance programs; provide regular briefings on the process to staff and: create a quarterly e-newsletter to all staff that reports significant developments in the Congress that impact International Medical Corps’ work and the international development community generally;

MINIMUM QUALIFICATIONS

  • Typically, a Master’s degree in related area. Equivalent combination of relevant education and experience may be substituted as appropriate.
  • Typically, 12+ years of relevant and progressive experience within the international humanitarian and global health sectors;
  • Previous experience working with Members of Congress/Congressional staff highly desirable;
  • Excellent communications skills, both oral and written;
  • Ability to work with a broad spectrum of people and institutions;
  • Demonstrated capacity to provide high quality program management;
  • Fluency in written and spoken English.

SALARY RANGE: Mid $110’s to Mid $150s
