Overview of position
There are 7.2 million people in need of humanitarian assistance in Somalia. The country also has one of the highest numbers of Internally Displaced Peoples (IDPs) in the world with more than 2.9 million who have been displaced by conflict, insecurity, forced evictions, droughts, and floods. Clan disputes, protests, the weakness of the national forces, the gradual withdrawal of the African Union Mission in Somalia, Islamic State and continuing Al Shabaab attacks cause insecurity and instability across Somalia. Somalia is currently experiencing a severe drought and it is anticipated that 1 million individuals could be newly displaced in 2022.
The IOM Somalia mission is implementing frontline activities as well as taking the lead in the Displacement Tracking Matrix (DTM) programme, which encompasses mobility tracking, flow monitoring, and surveys components that aim at supporting evidence-based programming. As co-chair of the Information Management and Assessments Working Group (IMAWG), and key member of Internally Displaced Peoples Working Group (IDPWG), the DTM programme is enabling humanitarian actors plan and respond to needs in Somalia and across the region.
Under the direct supervision of the Senior Operations and Administrative Assistant, and the overall supervision of the DTM Programme Manager, the incumbent is expected to perform the following duties
Role objectives
- Support the running of DTM at region level, providing regular updates on context, including security changes is displacement dynamics. Provide daily support to enumerators.
- Support the Senior Operations and Administration Assistant in recruiting and deploy enumerators before, during and after in emergency cases using DTM different type of Tools whenever crisis occurs.
- Monitor and report on the day-to-day data collection and any other activities related to DTM which includes Mobility Tracking and ETT
- Provide a final field report to the DTM Program Manager at the end of the fieldwork in each assessment, including preliminary findings.
- Coordinate and arrange meetings with Mayor’s office, Government Ministries, Partner NGO’s and UN agencies.
- Ensure all data are kept safe and confidential through applying IOM’s data protection principles.
- Support the effective displacement tracking project implementation, ensure regular monitoring as per agreed timelines, prepare project status and progress reports.
- Monitor/report to IOM management any security incidents and ensure DTM data collection activities abide by security regulations.
- With inputs from the Information Management Officer, provide regular feedback to enumerators and senior enumerators on the quality of data collected.

Experience in using ODK or KOBO or any mobile application which is used to collect data;

Good knowledge of data collection techniques, including surveys, key informant interviews, focus group discussions;

Understanding of pastoralism dynamics in Galmudug state an advantage

Experience conducting training and supervising enumerators / data collection exercises;

Experience liaising with government authorities and other stakeholders;

Excellent knowledge of South West Region. Knowledge of other Somalia states, regions and districts is an advantage.
