VACANCY: Economic Security Field Officer 2

Duty Station: Iraq – Kirkuk

Reports to: Economic Security Delegate

Duration of Contract: One-year Fixed-Term Contract (with the possibility of renewal to open ended contract based on needs and performance).

Objective:

Under the direct supervision of the Economic Security (EcoSec) Delegate, the Economic Security Generalist 2 carries out field and office work related to implementing and monitoring the ICRC’s EcoSec programme in Kirkuk Sub-Delegation. Specifically, he/she contributes to the: relief, micro-economic initiative (MEI), livelihood support programmes (LSP), and Analysis and Evidence (A&E) responsibilities.

Key Responsibilities:

Under the supervision of the Economic Security Delegate the incumbent will undertake the following responsibilities:

Support to Relief Programme:

  • Lead community needs assessments by engaging with stakeholders and beneficiaries to collect relevant information during focus group discussions, key informant interviews and household visits.
  • Understands the logic of vulnerability targeting, communicates this clearly to local authorities and beneficiaries, and ensures the accuracy of data and information collected during focus group discussions, household assessments and beneficiary registrations.
  • Prepares the first draft of assessment reports and project proposals ensuring that it contains all necessary information, including relevant examples and coherent arguments
  • Independently carries out field monitoring activities), analyses both qualitative and quantitative data, and prepares the first draft of monitoring reports.

Support to MEI Programme:

  • Understands MEI programme cycle, criteria and EcoSec’s approach to improve beneficiaries’ income generation activities
  • Presents and disseminates the MEI programme to target communities
  • Visits households to assess the feasibility of MEI projects on the basis of the application forms
  • Contributes to the monitoring of the MEI programme, including providing written feedback on a regular basis, maintaining an accurate MEI database, as well as leading bi-annual evaluations of MEI beneficiaries in his/her AoR
  • Ensures MEI project files are up to date e.g. signed agreements, DCBENs, donation certificates etc.

Analysis and Evidence (A&E):

  • Participation/leading coaching sessions on the standard processes of EcoSec programs and selection criteria according to the standard operational procedures (SoPs), to ensure minimum standards of implementation/targeting are respected.
  • Follow up/address the ongoing/planned data collection activities to ensure smooth data flow to the respective dashboard. (Centralized data management process).
  • Participate/lead the analysis of data using the respective standard EcoSec dashboards, by closely following up the data cleaning process with the respective EcoSec staff in the sub-delegation.

Other Responsibilities:

  • Prepares materials and logistics for trips into the field.
  • Carries out necessary administrative functions, including the preparation of supply requests (SRs), finalization of beneficiary lists and closing of working advances, etc.
  • Contributes to the Weekly Operational Report and Quarterly Ecosec Report and provides statistics or other reports when required.
  • Translates with accuracy in any given situation (English and Arabic).

Education and Professional Experience required:

  • University degree or professional diploma
  • 3 – 5 years’ work experience in a similar field
  • Very good knowledge of written and spoken English
  • Good knowledge of the geographically assigned environment
  • Very good computer skills
  • Good analytical skills
