Field Manager (Liaison) – Romania

ROLE PURPOSE:

Salvati Copiii (Save the Children Romania) is supporting families and communities affected by the Ukrainian crisis by providing essential items intended to help meet non-food needs, support children to get back in school and promote a positive home life for children, parents and caregivers.

Save the Children International is mobilizing a team dedicated to supporting Salvati Copiii in the delivery of integrated Child Protection, MHPSS, Education, and Basic Needs programming with affected populations funded through SCI’s global Members and Donors.

The Field Manager will lead on supporting Salvati Copiii teams in 5 areas to scale up programmes, operations, and management systems. They will support planning, implementation, budget management, internal coordination, and capacity strengthening efforts of Salvati Copiii as needed

The post holder will play a key role in building capacity, and in the effective scale up and management of emergency programs to increase impact and enable positive change for children.

KEY AREAS OF ACCOUNTABILITY:

  • Support in overseeing the program implementation and operational activities of multiple large program locations to ensure timely delivery of program activities in coordination with the DTL-Operations and other departments, effectively using the assistance of technical sector advisors, SC Romania (member) and operations staff.
  • Support in the management of multiple grants across multiple sectors through partnership with SC Romania, ensuring that projects and reports are delivered according to SC and donor contractual requirements, within the agreed timescale and budget.
  • Working with the SCI and Salvati Copiii colleagues in the development of program documents, master-budgets and operational planning aligned with Save the Children’s overall response strategy.
  • Support Salvati Copiii to prepare and oversee programme implementation to ensure timely delivery of programme activities (for example, monitoring against log frames, IPTTs, Output Tracker, individual performance management workplans)
  • Encourage the implementation effective safety and security procedures for multiple offices within the field base or area, ensuring that these are updated and revised at regular intervals and that new programmes are built around security considerations.
  • Support effective supply chain processes to procure, store and distribute stock, supplies and services for the timely delivery of project objectives within the field base or area, within the time of the grant
  • Work with Salvati Copiii and SCI counterparts to develop and implement participatory MEAL processes for effective management, learning, and continuous improvement
  • Mentor and motivate staff to perform highly in their respective roles and responsibilities, including leading on staffing structure, recruitment, performance management and staff welfare efforts by Salvati Copiii
  • Ensure Core Humanitarian Standards are maintained, including in accordance with the Sphere Charter and Red Cross Code of Conduct.
  • Identify and action learning opportunities for Salvati Copiii according to their expressed needs and capacity strengthening strategy, work as a mentor and role model for staff.
  • Ensure that Salvati Copiii’s work is coordinated with efforts of other agencies and Government and encourage them to take more leadership roles within coordination forums, ensuring the specific needs of children are being addressed. ·
  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures. ·
  • Ensure the security, health and well-being of staff and that staff management and other processes and policies and systems reflect SC’s principles of equity and fairness.

In the case of a Category 1 and Category 2 response, the candidate must reflect the experience and qualifications of a Grade 2. This must include the following proven behaviour/experience:

  • Demonstrate leadership and management skills in a complex international setting.

Previous experience as member of Senior Management Team.
