Finance and Procurement Officer, Lebanon

  • 3 days per week, in Ashrafieh, Beirut
  • $1100 per month
  • Starting 1st February 2023 (or sooner depending on candidate’s availability)
  • 1 year contract with possibility of permanent employment depending on performance (3 month probation period)

Seenaryo is seeking a proactive individual, with experience in Finance and Procurement, to be part of an ambitious and fast-growing organisation. This position is suitable for people who have had previous experience in accounting or financial management and a minimum of two years’ experience in the non-profit sector. This role will be based in our office in Ashrafieh, Beirut, with visits to projects across Lebanon and regular contact via Zoom with our teams in the UK and Jordan. This role will be responsible for all financial management, accounting and procurement duties to support the work of Seenaryo’s projects in Lebanon. The Finance and Procurement Officer reports to Seenaryo’s Country Manager in Lebanon and will work closely with the whole Lebanon team, Seenaryo’s Finance Manager based in London, UK and with the Operations Officer in Amman, Jordan. They will also interact with Seenaryo’s team of 50+ freelancers and suppliers in Lebanon.

Finance and Accounting

  • Prepare monthly expenditure and accounting reporting (petty cash and bank logs) and validate financial reports budget vs. actuals with Grants and Finance Managers on a quarterly basis
  • Report on financial expenditures, conduct bookkeeping, and maintain financial records
  • Manage and administer staff payroll, taxes, and benefits
  • Manage all financial, administrative, and logistical tasks such as issuing Payment Requests, Procurement Plans, Budgeting, etc and work with the field teams to compile an updated monthly procurement and cash projection plan
  • Receive, distribute and log petty cash, oversee Seenaryo’s bank account and prepare cheques, bank letters and transfer requests
  • Conduct filing and ensure all documentation is recorded, saved, and filed based on Seenaryo and funder standards
  • Oversee financial and contractual compliance
  • Oversee budgeting, reporting, planning
  • Feed into grant applications and reports for Lebanon funders (with support from the Grant Managers)
  • Liaise with Country Manager, external accountant and Ministries of Interior, Labour and Finance to follow all legal and governance requirements as a Lebanese NGO
  • Coordinate/support internal and external audit through scheduled visits
  • Contribute to financial policies and procedures

Procurement

  • Support with quotations from different suppliers and at a competitive price for project and office materials and services
  • Receive offers from suppliers, prepare quotation analysis and present them to the Procurement Committee to decide on an offer
  • Submit PO / Contracts after being reviewed and approved by the Procurement Committee
  • Support the Procurement Committee on suppliers’ assessment and evaluation
  • Monitor suppliers’ contracts, carry out necessary negotiations and maintain contact with the suppliers and service providers
  • Liaise with Project Managers, and HR & Operations team to draft all service contracts, Terms of Reference, etc and ensure they are updated and on file
  • Provide day-to-day support and coordination with the team and service contractors, including financial and logistical support like cash payments in the field.
  • Manage office assets, furniture and equipment (computers, printers, photocopy machine etc.) procurements and ensure office is properly equipped and maintained and administer all relevant long-term, short-term, and punctual rent, utility, and maintenance agreements
  • Maintain and update office records & systems, including financial systems and asset register
  • Implement the provisions of the Finance and Procurement Policy and ensure accountability, anti-fraud, transparency and due diligence as per Seenaryo Handbook and Code of Conduct
  • Responsible for procuring items as listed on the Procurement Plans for all new grants
  • Support operations in all procurement issues and troubleshooting

Essential Qualifications and Experience:

  • Bachelor’s Degree or Technical degree in accounting, business, economics, finance, or a related field
  • Minimum of two years’ experience in finance and/or procurement role in the nonprofit sector
  • Good experience with international funders and their finance and procurement requirements
  • Excellent numeracy, data analysis and evaluation skills
  • Excellent computer literacy, including Microsoft Office & Google Suite skills, Quickbooks and Zoom
  • Fluent written and spoken Arabic and English
  • Flexibility, adaptability, initiative and ability to take responsibility
  • Well organised and have ability to multitask while maintaining attention to detail
  • Strong interpersonal skills and a proven ability to work within a small, multi-disciplinary team

Desirable skills and experience (non-essential):

  • Experience or interest in education and/or arts (particularly theatre) and/or the non-profit sector
  • Understanding of the legal and ministry-level requirements of registered NGOs; experience working with external accountants/auditors
  • Car & driving licence (preferred)
