Organisational context

The GPC is a network of nongovernmental organizations (NGOs), international organizations and United Nations (UN) agencies, engaged in protection work in humanitarian crises including armed conflict, climate change related and natural disaster. The GPC is mandated by the IASC, led by the United Nations High Commissioner for Refugees (UNHCR), governed by a Strategic Advisory Group, co-chaired by the GPC Coordinator and an operational NGO, and serviced by a multi-partner Operations Cell. The GPC unites members, partners and communities working on the full gamut of protection activities, including in four specialized Areas of Responsibility (AoRs): Child Protection, Gender-Based Violence, Housing, Land and Property and Mine Action.

The GPC Global Protection Forum 2022 is a forum where field cluster coordinators discuss the evolution of operational realities, facilitate knowledge and peer to peer exchange between cluster operations, and discuss cluster operational capacities required to respond to emerging needs and field demands. It presents opportunity to discuss contemporary and emerging protection challenges, review the strategic direction of the cluster, and plan activities to be undertaken at field and global level for the year to come.

In 2021, the Forum consists of series of webinars and events spread across April to December 2022 with aim to foster interaction, cross learning and exchange between protection actors around the world. The forum proposes a comprehensive program and organized in four segments.

The position

Each year, the Global Protection Cluster (GPC) organizes its Global Forum to convene its field coordinators, partners, and key stakeholders to discuss contemporary and emerging protection challenges, review the strategic direction of the cluster, and plan activities to be undertaken at field and global level for the year to come. The forum is composed of 4 segments:

  • Technical segment (April 2022)

  • Mid-year Event (22 June 2022)

  • Thematic Segment (24-28 October 2022)

  • End of year event (1 December 2022)

The incumbent will provide support in planning and organising the GPC Protection Forum and specifically supporting the methodological design of the sessions, planning and organising the Thematic Segment and the End of Year Event. The incumbent will also support with taking notes of the Thematic Segment sessions in October.

In preparation for the Mid-Year Event, the incumbent will lead the drafting of the Mid-Year Report that will be presented the 22nd of June 2022.

For the first time in 2022, the Global Protection Cluster (GPC) published an Annual Report which presents the work carried out by the GPC in 2021 to protect and improve the lives of tens of millions of people in need of protection. The consultant will lead the drafting of the 2022 GPC Annual Report that will be released end of January 2023.

Overall Purpose and Scope of Assignment:

Provide support in planning and organizing the GPC Protection Forum and specifically supporting the methodological design of the sessions, planning and organizing the Thematic Segment and the End of Year Event. In preparation for the Mid-Year Event, the consultant will lead the drafting of the Mid-Year Report that will be presented the 22nd of June. Finally, the consultant will lead the drafting of the 2022 GPC Annual Report that will be released end of January 2023.

Concise and detailed description of activities, including measurable outputs and delivery dates, impact indicators (what qualitative and quantitative results would be achieved upon completion of individual contract), performance indicators (time lines, value of the service rendered in relation to the cost, timeliness) and work plan: **

1. Drafting of the Protection Funding Mid-Year Event. Provide technical support during the Mid-Year Event to be held on 22 June. Deadline: 22 June

2. Prepare the methodological design of the GPC Thematic Segment sessions by 15 September 2022. Provide technical support and take notes during the GPC Thematic Segment sessions by 28 October. Deadline: 4 November.

Support the methodological design of the GPC End of Year Event to be held on 1 December. Draft the 2022 GPC Annual Report by 31 January. Deadline: 31 January

Essential minimum qualifications and professional experience required

The ideal candidate will have:

a. Education

Entry Level Support

Basic University Degree in Development Studies, Economics, Law or a related field.

Languages: English (full working proficiency)

b. Work Experience

· years with a maximum of 5 years’ experience working in an inter-agency environment at field and/or Headquarters level or experience with IASC mechanisms and/ cluster experience desirable. Previous experience working with the GPC will be an asset. Understanding of the cluster system, humanitarian coordination processes and recent inter-agency developments related to the IASC and the broader United Nations

· Previous experience with the GPC will be an asset

· Experience in organising and coordinating events and webinars with donors and a wide range of stakeholders

· Strong writing and editing skills with demonstrated experience in being the lead drafter of major publications and other written pieces.

· Excellent computer skills, including MS Word, Excel, video conference platforms and database software

· Demonstrate organizational skills, including the ability to work remotely, with a detail-oriented character trait, and respecting deadlines.

· Excellent interpersonal and communication skills: ability to successfully and effectively liaise and coordinate with multiple stakeholders in a wide range of functions in a multi-cultural environment.

· Fluency in English (oral and written); language skills in Spanish and/or French are desirable.

Flexible work attitude: proactive, ability to work independently and productively in a fast-paced environment, in different time zones, and to handle requests or issues as they arise

· Support the methodological design of GPC End of Year Event (agenda, speakers, talking points)

· Provide technical support and take notes during GPC End of Year Event

· Draft the 2022 GPC Annual Report
