Permanent. Full Time position

Location – Brovary, Ukraine with requirement to travel to other regions within the country

Salary – Up to £43,100 per annum depending upon experience + allowances and benefits

About the role:

The HALO Ukraine team is seeking a qualified and highly motivated Head of Partnerships. Your primary responsibility is to lead, manage and motivate the Partnership department in Ukraine. The Partnership department is responsible for maintaining existing sources of funding as well as searching for new funding opportunities, developing external partnerships, and coordinating the programme’s internal and external communications.

The Head of Partnerships will have a mandate to develop their department as they see fit in line with the programme strategy set by the Programme Manager.

The Head of Partnerships will be responsible for leading staff in the department, ensuring that they understand and are able to perform their roles and responsibilities, including the production of timely, accurate and analytical reports and proposals for donors. You will ensure contract monitoring for ongoing projects based on project proposals, implementation plans, and donor reporting requirements. You will lead new business and the donor engagement plan.

The role will be part of a large international team based in Brovary but with requirement to travel to other regions. You will report to the Programme Manager (1st Reporting Officer) and Head of Region (2nd Reporting Officer). The Head of Partnerships will work together with four other departmental heads (Operations, Finance, HR, Support).

RESPONSIBILITIES

  • Develop and implement a programme partnership strategy as aligned with and contributing to the overall programme and organisational strategic objectives.

Programme Development & Donor Engagement

  • Develop and maintain a donor engagement strategy, outlining opportunities to strengthen relationships with existing donors and growing relationships with prospective donors.
  • Lead the coordination and development of competitively strong proposals and concept notes based on context, needs and donor strategies
  • Explore new funding sources and opportunities for on-going and new programs and projects
  • Conduct regular donor mapping, collate cross-sector information management
  • Explore and identify partnerships opportunities, working with other organizations and agencies to understand how HALO’s work and capacities can integrate into other spaces to maximize impact, including: gender and inclusion, development work, environment etc.
  • Develop advocacy plans to raise the profile of the humanitarian mine action sector in Ukraine, and within targeted sectors and stakeholder communities, representing HALO at meetings and organizing events, as required
  • Act as primary point of contact for donor communication, particularly with in-country embassies. ensuring regular communication and positive relationships, Liaise, consolidate, and manage current and potential donor relationship.

Contract Management

  • Line-manage the team of Programme Officers, delegating and prioritizing work, and providing strategic direction.
  • Ensure that proposals and reports are developed in a cohesive and professional manner and in line with donor requirements.
  • Oversee and quality check contract monitoring and tracking, and all aspects of the project cycle.
  • Manage the planning and reporting of complex projects (e.g. FCDO, GFFO, PMWRA) in consultation with programme senior operational management, HQ team and external partners.
  • Oversight of donor contracts as required, tracking the progress on outputs of contracts, providing timely updates, and highlighting any issues to the Programme Manager.
  • Ensure strong coordination with programme Head of Finance for contractual and financial issues.

M&E

  • Oversee the HALO Ukraine MEAL process, ensuring a coherent MEAL component in proposals and tenders, and across all aspects of the programme’s work.
  • Oversee and quality check the qualitative and quantitative research by survey teams, GIS department and senior operations management to measure the outcomes of HALO’s operational activities, including data collection, analysis, and write-up
  • Direct the division in producing and disseminating case studies documenting the impact of HALO’s work.

Communications

  • Support the Programme Manager in developing communications strategies in coordination with programme team and HQ communications department.
  • Work closely with HQ Communications team to plan the distribution of stories and news through a variety of communications channels as appropriate.
  • Support the PM with hosting donor and media visitors on the programme.
  • Act as spokesperson for the programme with international media.

Other

  • Further develop and supervise the implementation of a programme gender strategy, in conjunction with the HR department.
  • Provide support to the Programme Manager and HALO senior management on a range of other tasks.
  • Travel as required across the programme to fulfill the above duties.

Who we’re looking for:

SKILLS AND EXPERIENCE

Required

  • Extensive experience in INGO in an international setting
  • Extensive experience managing donor contracts. Experience with UK and US donors preferred
  • Resilient, adaptable, and able to work comfortably in a conflict setting
  • Demonstrated management and leadership skills
  • Collaborative working and communication style
  • An understanding of quantitative and qualitative research methods
  • Fluent English speaker with very strong written English
  • Highly effective diplomacy and influencing skills
  • Strong numeracy skills and data analysis skills
  • Strong IT skills, proficient in use of Microsoft Access and Excel (experience using Access and Excel for data collection and analysis an asset)
  • Good cultural awareness, able to adapt to working with different people
  • A self-starter, able to organise and manage their own time and lead a team to deliver quality work in a timely fashion
  • A practical and adaptable person, prepared to work in a challenging and fluid security environment

Desirable

  • Ukrainian and/or Russian language skills
  • Experience working with and handling international media in person and remotely
