The international Red Cross and Red Crescent network is the largest humanitarian network in the world with a presence and activities in almost every country. All Red Cross and Red Crescent activities have one central purpose: to help those who suffer, without discrimination, whether during conflict, in response to natural or man-made disasters, or due to conditions of chronic poverty.

Danish Red Cross is present in Ukraine and scaling up its operation to meet demands. We are looking for a highly qualified Head of Programmes.

In Ukraine our primary partnership is with the Ukraine Red Cross Society (URCS). Our programmes in Ukraine are identified and planned in close collaboration with URCS.

Job Duties and Responsibilities:

The Head of Programme is responsible for the overall programmatic strategy across the entire country operation and for ensuring timely and adequate technical inputs, contributing to the quality assurance of program implementation across the project development and implementation cycle.

The Head of Programme is responsible for programmatic information management, sound design of and overseeing assessments, monitoring and evaluation, and ensuring that information collected is reflected upon, used to improve ongoing projects, and is incorporated into consistently high-quality grant proposals and reports.

  • Work closely together with URCS, our main implementing partner
  • Lead and manage people in the programme section and build the capacity of the staff through daily support and mentoring.
  • Support the Country Manager and the Head of Region in developing and defining DRC’s country programming strategy together with URCS.

  • Ongoing development of team composition and structure to ensure that is fit for purpose, develop job descriptions/Terms of Reference, take active part in program staff related recruitment processes and orientation of staff.

  • Lead the country level strategic planning and the annual review process

  • Supervise monitoring and evaluation of the operations to ensure the overall implementation is in accordance with agreed work plans

  • Lead the planning and development of concept papers, budgets and project proposals

  • Enabling and overseeing effective, efficient and timely implementation of all projects

  • Ensure effective and transparent budget follow up, planning and use of financial resources in compliance with DRC and donor policies and priorities

  • Review and oversee implementation of the partnership strategy including management tools, guidelines, and other resources as needed to effectively management partnerships

  • Establish strong and efficient partnerships with URCS, donors and authorities, in line with the country programme strategy.

About You

To be successful in this role we expect you to possess the following:

  • Proven operational management experience and capability, including in conflict areas
  • Master’s degree in political science, international development, economics, business management or other relevant field.
  • At least 5 years’ management experience in relevant field
  • Solid experience in project development and management with a local implementing partner; including ability to lead on assessments, design, implementation, monitoring; with good skills in donor reporting, accountability, and compliance
  • Excellent coordination, communication, organizational and planning skills
  • Strong capacity building, facilitation, and presentation skills with the ability develop strong interpersonal relationships to facilitate communication and support partner and staff.
  • Strong understanding of localisation agenda as well as partnership approaches and tools
  • Commitment to integrate gender, protection conflict sensitivity and accountability into programming
  • Mentally robust to work under pressure in a changing humanitarian context to be able to adapt to the circumstances
  • Full professional proficiency in English is mandatory

Employment conditions

The Head of Programmes reports to the Country Manager. The duty station is Chernivtsi and accommodation will be provided; Ukraine is a non-family position. You might be relocated to a different location or country if needed because of the situation in Ukraine.

The starting date of the assignment is envisioned as soon as possible. The length of the contract will be one year, with possibility of extension.

The contract will be administered in accordance with the Danish Red Cross Terms and Conditions for Delegates. The monthly salary including allowances and pension will be from DKK 45,300 to 48,700 depending on experience and qualifications. Accommodation will be provided.
